Plan No. I of 1939, § 402, set out in the Appendix to Title 5, Government Organization and Employees, and continued as an independent establishment of the Government by <ref href=\"/us/act/1945-02-24/ch4\">act Feb. 24, 1945, ch. 4</ref>, <ref href=\"/us/stat/59/5\">59 Stat. 5</ref>, and was abolished by section 204 of <ref href=\"/us/act/1947-06-30/ch166/tII\">act June 30, 1947, ch. 166, title II</ref>, <ref href=\"/us/stat/61/208\">61 Stat. 208</ref>, and its property and records were transferred to the Reconstruction Finance Corporation. By <ref href=\"/us/act/1954-06-24/ch410\">act June 24, 1954, ch. 410</ref>, § 2(a), <ref href=\"/us/stat/68/320\">68 Stat. 320</ref>, <ref href=\"/us/usc/t15/s609\">section 609 of Title 15</ref>, Commerce and Trade, the Secretary of the Treasury was authorized to liquidate the Reconstruction Finance Corporation. Section 6(a) of Reorg.
