L. 103–325</ref>, which directed general amendment of “[t]he 11th undesignated paragraph of section 16 of the Federal Reserve Act (<ref href=\"/us/usc/t12/s421\">12 U.S.C. 421</ref>)”, was executed to this section to reflect the probable intent of Congress.
