<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id0d06c3ce-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903"><num value="1903">§ 1903.</num><heading> Annual Board of Visitors</heading><subsection style="-uslm-lc:I11" class="indent0" id="id0d06c3cf-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/a"><num value="a">(a)</num><heading> <inline class="small-caps">In General</inline>.—</heading><content>A Board of Visitors to the Coast Guard Academy is established to review and make recommendations on the operation of the Academy.</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id0d06c3d0-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b"><num value="b">(b)</num><heading> <inline class="small-caps">Membership.—</inline></heading><paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3d1-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b/1"><num value="1">(1)</num><heading> <inline class="small-caps">In general</inline>.—</heading><chapeau>The membership of the Board shall consist of the following:</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id0d06c3d2-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b/1/A"><num value="A">(A)</num><content> The chairman of the Committee on Commerce, Science, and Transportation of the Senate, or the chairman’s designee.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id0d06c3d3-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b/1/B"><num value="B">(B)</num><content> The chairman of the Committee on Transportation and Infrastructure of the House of Representatives, or the chairman’s designee.</content>

<subparagraph style="-uslm-lc:I13" class="indent2" id="id0d06c3d4-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b/1/C"><num value="C">(C)</num><content> 3 Members of the Senate designated by the Vice President.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id0d06c3d5-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b/1/D"><num value="D">(D)</num><content> 4 Members of the House of Representatives designated by the Speaker of the House of Representatives.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id0d06c3d6-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b/1/E"><num value="E">(E)</num><content> 6 individuals designated by the President.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3d7-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b/2"><num value="2">(2)</num><heading> <inline class="small-caps">Length of service.—</inline></heading><subparagraph style="-uslm-lc:I13" class="indent2" id="id0d06c3d8-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b/2/A"><num value="A">(A)</num><heading> <inline class="small-caps">Members of congress</inline>.—</heading><content>A Member of Congress designated under subparagraph (C) or (D) of paragraph (1) as a member of the Board shall be designated as a member in the First Session of a Congress and serve for the duration of that Congress.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id0d06c3d9-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b/2/B"><num value="B">(B)</num><heading> <inline class="small-caps">Individuals designated by the president</inline>.—</heading><content>Each individual designated by the President under subparagraph (E) of paragraph (1) shall serve as a member of the Board for 3 years, except that any such member whose term of office has expired shall continue to serve until a successor is appointed by the President.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3da-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/b/3"><num value="3">(3)</num><heading> <inline class="small-caps">Death or resignation of a member</inline>.—</heading><content>If a member of the Board dies or resigns, a successor shall be designated for any unexpired portion of the term of the member by the official who designated the member.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id0d06c3db-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/c"><num value="c">(c)</num><heading> <inline class="small-caps">Academy Visits.—</inline></heading><paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3dc-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/c/1"><num value="1">(1)</num><heading> <inline class="small-caps">Annual visit</inline>.—</heading><content>The Board shall visit the Academy annually to review the operation of the Academy.</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3dd-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/c/2"><num value="2">(2)</num><heading> <inline class="small-caps">Additional visits</inline>.—</heading><content>With the approval of the Secretary, the Board or individual members of the Board may make other visits to the Academy in connection with the duties of the Board or to consult with the Superintendent of the Academy.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id0d06c3de-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/d"><num value="d">(d)</num><heading> <inline class="small-caps">Scope of Review</inline>.—</heading><chapeau>The Board shall review, with respect to the Academy—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3df-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/d/1"><num value="1">(1)</num><content> the state of morale and discipline;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3e0-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/d/2"><num value="2">(2)</num><content> recruitment and retention, including diversity, inclusion, and issues regarding women specifically;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3e1-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/d/3"><num value="3">(3)</num><content> the curriculum;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3e2-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/d/4"><num value="4">(4)</num><content> instruction;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3e3-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/d/5"><num value="5">(5)</num><content> physical equipment;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3e4-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/d/6"><num value="6">(6)</num><content> fiscal affairs; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id0d06c3e5-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/d/7"><num value="7">(7)</num><content> other matters relating to the Academy that the Board determines appropriate.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id0d06c3e6-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/e"><num value="e">(e)</num><heading> <inline class="small-caps">Report</inline>.—</heading><content>Not later than 60 days after the date of an annual visit of the Board under subsection (c)(1), the Board shall submit to the Secretary, the Committee on Commerce, Science, and Transportation of the Senate, and the Committee on Transportation and Infrastructure of the House of Representatives a report on the actions of the Board during such visit and the recommendations of the Board pertaining to the Academy.</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id0d06c3e7-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/f"><num value="f">(f)</num><heading> <inline class="small-caps">Advisors</inline>.—</heading><content>If approved by the Secretary, the Board may consult with advisors in carrying out this section.</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id0d06c3e8-a6d3-11ec-8a87-d3a0a0eaf157" identifier="/us/usc/t14/s1903/g"><num value="g">(g)</num><heading> <inline class="small-caps">Reimbursement</inline>.—</heading><content>Each member of the Board and each adviser consulted by the Board under subsection (f) shall be reimbursed, to the extent permitted by law, by the Coast Guard for actual expenses incurred while engaged in duties as a member or adviser.</content>
