<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id953ffbb3-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d"><num value="313d">§ 313d.</num><heading> NIDIS program</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id953ffbb4-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">The Under Secretary, through the National Weather Service and other appropriate weather and climate programs in the National Oceanic and Atmospheric Administration, shall establish a National Integrated Drought Information System to better inform and provide for more timely decisionmaking to reduce drought related impacts and costs.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id953ffbb5-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b"><num value="b" class="bold">(b)</num><heading class="bold"> System functions</heading><chapeau>The National Integrated Drought Information System shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id953ffbb6-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/1"><num value="1">(1)</num><chapeau> provide an effective drought early warning system that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id953ffbb7-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/1/A"><num value="A">(A)</num><content> collects and integrates information on the key indicators of drought and drought impacts in order to make usable, reliable, and timely forecasts of drought, including assessments of the severity of drought conditions and impacts; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id953ffbb8-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/1/B"><num value="B">(B)</num><content> provides such information, forecasts, and assessments on both national and regional levels;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id953ffbb9-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/2"><num value="2">(2)</num><chapeau> communicate drought forecasts, drought conditions, and drought impacts on an ongoing basis to public and private entities engaged in drought planning and preparedness, including—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id953ffbba-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/2/A"><num value="A">(A)</num><content> decisionmakers at the Federal, regional, State, tribal, and local levels of government;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id953ffbbb-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/2/B"><num value="B">(B)</num><content> the private sector; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id953ffbbc-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/2/C"><num value="C">(C)</num><content> the public;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id953ffbbd-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/3"><num value="3">(3)</num><content> provide timely data, information, and products that reflect local, regional, and State differences in drought conditions;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id953ffbbe-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/4"><num value="4">(4)</num><content> coordinate, and integrate as practicable, Federal research and monitoring in support of a drought early warning system;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id953ffbbf-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/5"><num value="5">(5)</num><content> build upon existing forecasting and assessment programs and partnerships, including through the designation of one or more cooperative institutes to assist with National Integrated Drought Information System functions; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id953ffbc0-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/b/6"><num value="6">(6)</num><content> continue ongoing research and monitoring activities related to drought, including research activities relating to length, severity, and impacts of drought and the role of extreme weather events and climate variability in drought.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id953ffbc1-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/c"><num value="c" class="bold">(c)</num><heading class="bold"> Consultation</heading><content><p style="-uslm-lc:I11" class="indent0">The Under Secretary shall consult with relevant Federal, regional, State, tribal, and local government agencies, research institutions, and the private sector in the development of the National Integrated Drought Information System.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id953ffbc2-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/d"><num value="d" class="bold">(d)</num><heading class="bold"> Cooperation from other Federal agencies</heading><content><p style="-uslm-lc:I11" class="indent0">Each Federal agency shall cooperate as appropriate with the Under Secretary in carrying out this section.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id953ffbc3-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/e"><num value="e" class="bold">(e)</num><heading class="bold"> Report</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id953ffbc4-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/e/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau>Not later than 18 months after <date date="2014-03-06">March 6, 2014</date>, the Under Secretary shall transmit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that contains—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id953ffbc5-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/e/1/A"><num value="A">(A)</num><content> an analysis of the implementation of the National Integrated Drought Information System program, including how the information, forecasts, and assessments are utilized in drought policy planning and response activities;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id953ffbc6-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/e/1/B"><num value="B">(B)</num><content> specific plans for continued development of such program, including future milestones; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id953ffbc7-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/e/1/C"><num value="C">(C)</num><chapeau> an identification of research, monitoring, and forecasting needs to enhance the predictive capability of drought early warnings that include—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id953ffbc8-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/e/1/C/i"><num value="i">(i)</num><content> the length and severity of droughts;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id953ffbc9-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/e/1/C/ii"><num value="ii">(ii)</num><content> the contribution of weather events to reducing the severity or ending drought conditions; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id953ffbca-ec38-11e5-b09f-aeee762a9f07" identifier="/us/usc/t15/s313d/e/1/C/iii"><num value="iii">(iii)</num><content> regionally specific drought impacts.</content>
