<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8cbe5544-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652"><num value="652">§ 652.</num><heading> Central European Enterprise Development Commission</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8cbe5545-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/a"><num value="a" class="bold">(a)</num><heading class="bold"> Establishment</heading><content><p style="-uslm-lc:I11" class="indent0">There is hereby established a Central European Small Business Enterprise Development Commission (hereinafter in this section referred to as the “Commission”). The Commission shall be comprised of a representative of each of the following: the Small Business Administration, the Association of American Universities, and the Association of Small Business Development Centers.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8cbe5546-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/b"><num value="b" class="bold">(b)</num><heading class="bold"> Management and technical assistance to designated Central European countries</heading><chapeau>The Commission shall develop in Czechoslovakia, Poland and Hungary (hereinafter referred to as “designated Central European countries”) a self-sustaining system to provide management and technical assistance to small business owners.</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8cbe5547-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/b/1"><num value="1">(1)</num><chapeau> Not later than 90 days after <date date="1990-11-05">November 5, 1990</date>, the Commission, in consultation with the Agency for International Development, shall enter <ref class="footnoteRef" idref="fn002217">1</ref><note type="footnote" id="fn002217"><num>1</num> So in original. Probably should be “enter into”.</note> a contract with one or more entities to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8cbea268-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/b/1/A"><num value="A">(A)</num><content> determine the needs of small businesses in the designated Central European countries for management and technical assistance;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8cbea269-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/b/1/B"><num value="B">(B)</num><content> evaluate appropriate Small Business Development Center-programs which might be replicated in order to meet the needs of each of such countries; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8cbea26a-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/b/1/C"><num value="C">(C)</num><content> identify and assess the capability of educational institutions in each such country to develop a Small Business Development Center type program.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8cbea26b-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/b/2"><num value="2">(2)</num><content> Not later than 18 months after <date date="1990-11-05">November 5, 1990</date>, the Commission shall review the recommendations submitted to it and shall formulate and contract for the establishment of a three-year management and technical assistance demonstration program.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8cbea26c-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/c"><num value="c" class="bold">(c)</num><heading class="bold"> Eligibility</heading><chapeau>In order to be eligible to participate, the educational institution in each designated Central European country shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8cbea26d-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/c/1"><num value="1">(1)</num><content> obtain the prior approval of the government to conduct the program;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8cbea26e-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/c/2"><num value="2">(2)</num><content> agree to provide partial financial support for the program, either directly or indirectly, during the second and third years of the demonstration program; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8cbea26f-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/c/3"><num value="3">(3)</num><content> agree to obtain private sector involvement in the delivery of assistance under the program.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8cbea270-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/d"><num value="d" class="bold">(d)</num><heading class="bold"> Initial meeting and organization</heading><content><p style="-uslm-lc:I11" class="indent0">The Commission shall meet and organize not later than 30 days after <date date="1990-11-05">November 5, 1990</date>.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8cbea271-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/e"><num value="e" class="bold">(e)</num><heading class="bold"> Reimbursement for necessary expenses</heading><content><p style="-uslm-lc:I11" class="indent0">Members of the Commission shall serve without pay, except they shall be entitled to reimbursement for travel, subsistence, and other necessary expenses incurred by them in carrying out their functions in the same manner as persons employed intermittently in the Federal Government are allowed expenses under <ref href="/us/usc/t5/s5703">section 5703 of title 5</ref>.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8cbea272-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/f"><num value="f" class="bold">(f)</num><heading class="bold"> Meetings; quorum</heading><content><p style="-uslm-lc:I11" class="indent0">Two Commissioners shall constitute a quorum for the transaction of business. Meetings shall be at the call of the Chairperson who shall be elected by the Members of the Commission.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8cbec983-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/g"><num value="g" class="bold">(g)</num><heading class="bold"> Authority; personnel</heading><content><p style="-uslm-lc:I11" class="indent0">The Commission shall not have any authority to appoint staff, but upon request of the Chairperson, the head of any Federal department or agency may detail, on a reimbursable basis, any of the personnel of such department or agency to the Commission to assist in carrying out the Commission’s functions under this section without regard to <ref href="/us/usc/t5/s3341">section 3341 of title 5</ref>. The Administrator of the General Services Administration shall provide, on a reimbursable basis, such administrative support services as the Commission may request.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8cbec984-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/h"><num value="h" class="bold">(h)</num><heading class="bold"> Initial and annual reports to Congress</heading><content><p style="-uslm-lc:I11" class="indent0">The Commission shall report to Congress not later than <date date="1991-12-01">December 1, 1991</date>, and annually thereafter, on the progress in carrying out the provisions of this section.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8cbec985-9cee-11e3-93d2-f26b595ec9f4" identifier="/us/usc/t15/s652/i"><num value="i" class="bold">(i)</num><heading class="bold"> Authorization of appropriations</heading><content><p style="-uslm-lc:I11" class="indent0">There are hereby authorized to be appropriated to the Small Business Administration the sum of $3,000,000 for fiscal year 1991, $5,000,000 for fiscal year 1992, $2,000,000 for each of fiscal years 1993 and 1994, and $1,000,000 for fiscal year 1995 to carry out the provisions of this section. Such sums shall be disbursed by the Small Business Administration as requested by the Commission and may remain available until expended. Any authority to enter contracts or other spending authority provided for in this section is subject to amounts provided for in advance in appropriations Acts.</p>
