<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id1601dc5e-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e"><num value="657e">§ 657e.</num><heading> Mentoring Networks</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id1601dc5f-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/a"><num value="a" class="bold">(a)</num><heading class="bold"> Findings</heading><chapeau style="-uslm-lc:I11" class="indent0">Congress finds that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id1601dc60-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/a/1"><num value="1">(1)</num><content> the SBIR and STTR programs create jobs, increase capacity for technological innovation, and boost international competitiveness;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id1601dc61-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/a/2"><num value="2">(2)</num><content> increasing the quantity of applications from all States to the SBIR and STTR programs would enhance competition for such awards and the quality of the completed projects; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id16020372-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/a/3"><num value="3">(3)</num><content> mentoring is a natural complement to the FAST program of reaching out to new companies regarding the SBIR and STTR programs as an effective and low-cost way to improve the likelihood that such companies will succeed in such programs in developing and commercializing their research.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id16020373-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/b"><num value="b" class="bold">(b)</num><heading class="bold"> Authorization for Mentoring Networks</heading><content><p style="-uslm-lc:I11" class="indent0">The recipient of an award or participant in a cooperative agreement under <ref href="/us/usc/t15/s657d">section 657d of this title</ref> may use a reasonable amount of such assistance for the establishment of a Mentoring Network under this section.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id16020374-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c"><num value="c" class="bold">(c)</num><heading class="bold"> Criteria for Mentoring Networks</heading><chapeau style="-uslm-lc:I11" class="indent0">A Mentoring Network established using assistance under <ref href="/us/usc/t15/s657d">section 657d of this title</ref> shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id16020375-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/1"><num value="1">(1)</num><content> provide business advice and counseling to high technology small business concerns located in the State or region served by the Mentoring Network and identified under <ref href="/us/usc/t15/s657d/c/1/E/ii">section 657d(c)(1)(E)(ii) of this title</ref> as potential candidates for the SBIR or STTR programs;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id16020376-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2"><num value="2">(2)</num><chapeau> identify volunteer mentors who—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id16020377-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/A"><num value="A">(A)</num><content> are persons associated with a small business concern that has successfully completed one or more SBIR or STTR funding agreements; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id16020378-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B"><num value="B">(B)</num><chapeau> have agreed to guide small business concerns through all stages of the SBIR or STTR program process, including providing assistance relating to—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id16020379-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B/i"><num value="i">(i)</num><content> proposal writing;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id1602037a-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B/ii"><num value="ii">(ii)</num><content> marketing;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id1602037b-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B/iii"><num value="iii">(iii)</num><content> Government accounting;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id1602037c-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B/iv"><num value="iv">(iv)</num><content> Government audits;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id1602037d-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B/v"><num value="v">(v)</num><content> project facilities and equipment;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id1602037e-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B/vi"><num value="vi">(vi)</num><content> human resources;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id1602037f-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B/vii"><num value="vii">(vii)</num><content> third phase partners;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id16020380-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B/viii"><num value="viii">(viii)</num><content> commercialization;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id16020381-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B/ix"><num value="ix">(ix)</num><content> venture capital networking; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id16020382-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/2/B/x"><num value="x">(x)</num><content> other matters relevant to the SBIR and STTR programs;</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id16020383-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/3"><num value="3">(3)</num><content> have experience working with small business concerns participating in the SBIR and STTR programs;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id16020384-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/4"><num value="4">(4)</num><content> contribute information to the national database referred to in subsection (d); and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id16020385-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/c/5"><num value="5">(5)</num><content> agree to reimburse volunteer mentors for out-of-pocket expenses related to service as a mentor under this section.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id16020386-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/d"><num value="d" class="bold">(d)</num><heading class="bold"> Mentoring database</heading><chapeau style="-uslm-lc:I11" class="indent0">The Administrator shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id16020387-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/d/1"><num value="1">(1)</num><content> include in the database required by <ref href="/us/usc/t15/s638/k/1">section 638(k)(1) of this title</ref>, in cooperation with the SBIR, STTR, and FAST programs, information on Mentoring Networks and mentors participating under this section, including a description of their areas of expertise;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id16020388-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/d/2"><num value="2">(2)</num><content> work cooperatively with Mentoring Networks to maintain and update the database;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id16020389-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/d/3"><num value="3">(3)</num><content> take such action as may be necessary to aggressively promote Mentoring Networks under this section; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id1602038a-09a0-11eb-949f-f2dff1219c4b" identifier="/us/usc/t15/s657e/d/4"><num value="4">(4)</num><content> fulfill the requirements of this subsection either directly or by contract.</content>
