<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id43555b3b-3b28-11eb-b57d-ac6ded64e2e5" identifier="/us/usc/t2/s1607"><num value="1607">§ 1607.</num><heading> Rules of construction</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id43555b3c-3b28-11eb-b57d-ac6ded64e2e5" identifier="/us/usc/t2/s1607/a"><num value="a" class="bold">(a)</num><heading class="bold"> Constitutional rights</heading><chapeau style="-uslm-lc:I11" class="indent0">Nothing in this chapter shall be construed to prohibit or interfere with—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id43555b3d-3b28-11eb-b57d-ac6ded64e2e5" identifier="/us/usc/t2/s1607/a/1"><num value="1">(1)</num><content> the right to petition the Government for the redress of grievances;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id43555b3e-3b28-11eb-b57d-ac6ded64e2e5" identifier="/us/usc/t2/s1607/a/2"><num value="2">(2)</num><content> the right to express a personal opinion; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id43555b3f-3b28-11eb-b57d-ac6ded64e2e5" identifier="/us/usc/t2/s1607/a/3"><num value="3">(3)</num><content> the right of association,</content>
</paragraph>

<continuation style="-uslm-lc:I10" class="indent0 firstIndent0">protected by the first amendment to the Constitution.</continuation>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id43555b40-3b28-11eb-b57d-ac6ded64e2e5" identifier="/us/usc/t2/s1607/b"><num value="b" class="bold">(b)</num><heading class="bold"> Prohibition of activities</heading><content><p style="-uslm-lc:I11" class="indent0">Nothing in this chapter shall be construed to prohibit, or to authorize any court to prohibit, lobbying activities or lobbying contacts by any person or entity, regardless of whether such person or entity is in compliance with the requirements of this chapter.</p>
