The Librarian shall select an alternate for each member-at-large, who may attend at Board expense those meetings that the member-at-large cannot attend.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id5d65e3a5-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s1722/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Chair</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Librarian shall appoint one member of the Board to serve as Chair.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id5d65e3a6-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s1722/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Term of office</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id5d65e3a7-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s1722/d/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Terms</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term of each member of the Board shall be 4 years, except that there shall be no limit to the number of terms that any individual member may serve.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id5d65e3a8-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s1722/d/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Removal of members</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Librarian shall have the authority to remove any member of the Board if the member fails, after receiving proper notification, to attend (or send a designated alternate to attend) a regularly scheduled Board meeting, or if the member is determined by the Librarian to have substantially failed to fulfill the member’s responsibilities as a member of the Board.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id5d65e3a9-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s1722/d/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Vacancies</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">A vacancy in the Board shall be filled in the manner in which the original appointment was made under subsection (a), except that the Librarian may fill the vacancy from a list of candidates previously submitted by the organization or organizations involved.
