Moneys in the revolving fund shall be available to the Librarian of Congress, without fiscal year limitation, for financing the cooperative acquisitions program (in this section referred to as the “program”) under which the Library acquires foreign publications and research materials on behalf of participating institutions on a cost-recovery basis. Obligations under the revolving fund are limited to amounts specified in the appropriations Act for that purpose for any fiscal year.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id5d20ea5c-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s182/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Amounts deposited</heading><chapeau>The revolving fund shall consist of—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id5d20ea5d-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s182/b/1\"><num value=\"1\">(1)</num><content> any amounts appropriated by law for the purposes of the revolving fund;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id5d20ea5e-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s182/b/2\"><num value=\"2\">(2)</num><content> any amounts held by the Librarian as of <date date=\"1997-10-01\">October 1, 1997</date> or <date date=\"1997-10-07\">October 7, 1997</date>, whichever is later, that were collected as payment for the Library’s indirect costs of the program; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id5d20ea5f-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s182/b/3\"><num value=\"3\">(3)</num><content> the difference between (A) the total value of the supplies, equipment, gift fund balances, and other assets of the program, and (B) the total value of the liabilities (including unfunded liabilities such as the value of accrued annual leave of employees) of the program.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id5d20ea60-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s182/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Credits to revolving fund</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The revolving fund shall be credited with all advances and amounts received as payment for purchases under the program and services and supplies furnished to program participants, at rates estimated by the Librarian to be adequate to recover the full direct and indirect costs of the program to the Library over a reasonable period of time.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id5d20ea61-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s182/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Unobligated balances</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Any unobligated and unexpended balances in the revolving fund that the Librarian determines to be in excess of amounts needed for activities financed by the revolving fund, shall be deposited in the Treasury of the United States as miscellaneous receipts. Amounts needed for activities financed by the revolving fund means the direct and indirect costs of the program, including the costs of purchasing, shipping, binding of books and other library materials; supplies, materials, equipment and services needed in support of the program; salaries and benefits; general overhead; and travel.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id5d20ea62-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s182/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Audit</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The revolving fund shall be subject to audit by the Comptroller General at the Comptroller General’s discretion.</p>\n</content>\n</subsection>\n<sourceCredit id=\"id5d20ea63-ec38-11e5-89e9-afe61b29b17d\">(<ref href=\"/us/pl/105/55/tII\">Pub.
