purposes of facility; treatment of the Capitol Visitor Center</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id19703691-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Designation</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The facility authorized for construction under the heading “Capitol Visitor Center” under chapter 5 of title II of division B of the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999 (<ref href=\"/us/pl/105/277\">Public Law 105–277</ref>; <ref href=\"/us/stat/112/2681-569\">112 Stat. 2681–569</ref>) is designated as the Capitol Visitor Center and is a part of the Capitol.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id19703692-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Purposes of the facility</heading><chapeau>The Capitol Visitor Center shall be used—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id19703693-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/b/1\"><num value=\"1\">(1)</num><content> to provide enhanced security for persons working in or visiting the United States Capitol;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id19703694-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/b/2\"><num value=\"2\">(2)</num><content> to improve the visitor experience by providing a structure that will afford improved visitor orientation and enhance the educational experience of those who have come to learn about the Congress and the Capitol; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id19703695-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/b/3\"><num value=\"3\">(3)</num><content> for other purposes as determined by Congress or the Committee on Rules and Administration of the Senate and the Committee on House Administration of the House of Representatives.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id19703696-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Treatment of the Capitol Visitor Center</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id19703697-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/c/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Oversight</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Committee on Rules and Administration of the Senate and the Committee on House Administration of the House of Representatives shall have oversight of the Capitol Visitor Center.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id19703698-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/c/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Treatment of expansion space of the Senate and House of Representatives in the Capitol Visitor Center</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id19703699-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/c/2/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> Senate</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">The expansion space of the Senate described as unassigned space under the heading “Capitol Visitor Center” under the heading “ARCHITECT OF THE CAPITOL” under title II of the Act entitled “An Act making appropriations for the Legislative Branch for the fiscal year ending <date date=\"2002-09-30\">September 30, 2002</date>, and for other purposes”, approved <date date=\"2001-11-12\">November 12, 2001</date> (<ref href=\"/us/pl/107/68\">Public Law 107–68</ref>; <ref href=\"/us/stat/115/588\">115 Stat. 588</ref>) shall be part of the Senate wing of the Capitol.</p>\n</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id1970369a-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/c/2/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> House of Representatives</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">The expansion space of the House of Representatives described as unassigned space under the heading “Capitol Visitor Center” under the heading “ARCHITECT OF THE CAPITOL” under title II of the Act entitled “An Act making appropriations for the Legislative Branch for the fiscal year ending <date date=\"2002-09-30\">September 30, 2002</date>, and for other purposes”, approved <date date=\"2001-11-12\">November 12, 2001</date> (<ref href=\"/us/pl/107/68\">Public Law 107–68</ref>; <ref href=\"/us/stat/115/588\">115 Stat. 588</ref>) shall be part of the House of Representatives wing of the Capitol.</p>\n</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id1970369b-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Treatment of Congressional Auditorium and related adjacent areas</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id1970369c-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/d/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Committee on Rules and Administration of the Senate and the Committee on House Administration of the House of Representatives shall jointly prescribe regulations for the assignment of the space in the Capitol Visitor Center known as the Congressional Auditorium and the related adjacent areas.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id1970369d-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/d/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Related adjacent areas</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The regulations under paragraph (1) shall include a designation of the areas that are related adjacent areas to the Congressional Auditorium.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id1970369e-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Omitted</heading><content/>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id1970369f-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f\"><num value=\"f\" class=\"bold\">(f)</num><heading class=\"bold\"> Exhibits for displays</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id197036a0-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id197036a1-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/1/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> Loan agreements</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">Subject to subparagraph (B), the Architect of the Capitol may enter into loan agreements to place historical objects for display in the Exhibition Hall of the Capitol Visitor Center.</p>\n</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id197036a2-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/1/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Consultation and approval</heading><chapeau>The Architect of the Capitol may exercise the authority under subparagraph (A) with respect to each loan agreement—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id197036a3-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/1/B/i\"><num value=\"i\">(i)</num><chapeau> after consultation with—</chapeau><subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id197036a4-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/1/B/i/I\"><num value=\"I\">(I)</num><content> the Senate Commission on Art; and</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id197036a5-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/1/B/i/II\"><num value=\"II\">(II)</num><content> the House of Representatives Fine Arts Board; and</content>\n</subclause>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id197036a6-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/1/B/ii\"><num value=\"ii\">(ii)</num><chapeau> subject to the approval of—</chapeau><subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id197036a7-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/1/B/ii/I\"><num value=\"I\">(I)</num><content> the Committee on Rules and Administration of the Senate; and</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id197036a8-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/1/B/ii/II\"><num value=\"II\">(II)</num><content> the Committee on House Administration of the House of Representatives.</content>\n</subclause>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id197036a9-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/1/C\"><num value=\"C\" class=\"bold\">(C)</num><heading class=\"bold\"> Effective date</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">This paragraph shall take effect on <date date=\"2008-12-03\">December 3, 2008</date>.</p>\n</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id197036aa-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Omitted</heading><content/>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id197036ab-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Exceptions to exhibition prohibition</heading><chapeau><ref href=\"/us/usc/t2/s2134\">Section 2134 of this title</ref> shall not apply to any historical object placed within an exhibit in the Exhibition Hall of the Capitol Visitor Center that—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id197036ac-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/3/A\"><num value=\"A\">(A)</num><clause style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id197036ad-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/3/A/i\"><num value=\"i\">(i)</num><content> is directly related to the purpose of the Capitol Visitor Center under subsection (b)(2);</content>\n</clause>\n<clause style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id197036ae-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/3/A/ii\"><num value=\"ii\">(ii)</num><content> is the subject of a loan agreement entered into by the Architect of the Capitol before <date date=\"2008-12-02\">December 2, 2008</date>; and</content>\n</clause>\n<clause style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id197036af-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/3/A/iii\"><num value=\"iii\">(iii)</num><content> has been approved by the Capitol Preservation Commission; or</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id197036b0-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/3/B\"><num value=\"B\">(B)</num><content> is the subject of a loan agreement described under paragraph (1)(A).</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id197036b1-425e-11e3-8d4d-f11243cf9240\" identifier=\"/us/usc/t2/s2201/f/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> Substitution of historical object</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">A loan agreement described under paragraph (3)(A)(ii) may provide for the removal of an historical object from exhibition for preservation purposes and the substitution of that object with another historical object having a comparable educational purpose.</p>\n</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id197036b2-425e-11e3-8d4d-f11243cf9240\">(<ref href=\"/us/pl/110/437/s101\">Pub.
