<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id3cd4cca2-2e14-11e4-9af5-e14406bc0d92" identifier="/us/usc/t2/s25a"><num value="25a">§ 25a.</num><heading> Delegate to House of Representatives from District of Columbia</heading><subsection style="-uslm-lc:I11" class="indent0" id="id3cd4cca3-2e14-11e4-9af5-e14406bc0d92" identifier="/us/usc/t2/s25a/a"><num value="a">(a)</num><content> The people of the District of Columbia shall be represented in the House of Representatives by a Delegate, to be known as the “Delegate to the House of Representatives from the District of Columbia”, who shall be elected by the voters of the District of Columbia in accordance with the District of Columbia Election Act. The Delegate shall have a seat in the House of Representatives, with the right of debate, but not of voting, shall have all the privileges granted a Representative by section 6 of Article I of the Constitution, and shall be subject to the same restrictions and regulations as are imposed by law or rules on Representatives. The Delegate shall be elected to serve during each Congress.</content>

<subsection style="-uslm-lc:I11" class="indent0" id="id3cd4cca4-2e14-11e4-9af5-e14406bc0d92" identifier="/us/usc/t2/s25a/b"><num value="b">(b)</num><chapeau> No individual may hold the office of Delegate to the House of Representatives from the District of Columbia unless on the date of his election—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id3cd4cca5-2e14-11e4-9af5-e14406bc0d92" identifier="/us/usc/t2/s25a/b/1"><num value="1">(1)</num><content> he is a qualified elector (as that term is defined in section 2(2) of the District of Columbia Election Act) of the District of Columbia;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3cd4cca6-2e14-11e4-9af5-e14406bc0d92" identifier="/us/usc/t2/s25a/b/2"><num value="2">(2)</num><content> he is at least twenty-five years of age;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3cd4cca7-2e14-11e4-9af5-e14406bc0d92" identifier="/us/usc/t2/s25a/b/3"><num value="3">(3)</num><content> he holds no other paid public office; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id3cd4cca8-2e14-11e4-9af5-e14406bc0d92" identifier="/us/usc/t2/s25a/b/4"><num value="4">(4)</num><content> he has resided in the District of Columbia continuously since the beginning of the three-year period ending on such date.</content>

<continuation style="-uslm-lc:I10" class="indent0 firstIndent0">He shall forfeit his office upon failure to maintain the qualifications required by this subsection.</continuation>
