L. 88–652, § 2, Oct. 13, 1964, 78 Stat. 1079.)","seq_in_title":683,"parent_identifier":"/us/usc/t2/ch10","ancestors":[{"identifier":"/us/usc/t2","level":"title","num":"Title 2—","heading":"THE CONGRESS","status":null,"is_section":false},{"identifier":"/us/usc/t2/ch10","level":"chapter","num":"CHAPTER 10—","heading":"CLASSIFICATION OF EMPLOYEES OF HOUSE OF REPRESENTATIVES","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id5d27f009-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s291\"><num value=\"291\">§ 291.</num><heading> Congressional declaration of purpose</heading>\n<chapeau style=\"-uslm-lc:I11\" class=\"indent0\">It is the purpose of this chapter to provide a classification system for the equitable establishment and adjustment of rates of compensation for, and for the efficient utilization of personnel in, certain positions under the House of Representatives to which this chapter applies, through—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id5d27f00a-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s291/1\"><num value=\"1\">(1)</num><chapeau> the creation and maintenance of orderly and equitable compensation relationships for such positions—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id5d27f00b-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s291/1/A\"><num value=\"A\">(A)</num><content> in accordance with the principle of equal pay for substantially equal work, and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id5d27f00c-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s291/1/B\"><num value=\"B\">(B)</num><content> with due regard to (i) differences in the levels of difficulty, responsibility, and qualification requirements of the work, (ii) the kind of work performed, (iii) satisfactory performance, and (iv) length of service;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id5d27f00d-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s291/2\"><num value=\"2\">(2)</num><content> the application of appropriate position standards and position descriptions for such positions; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id5d27f00e-ec38-11e5-89e9-afe61b29b17d\" identifier=\"/us/usc/t2/s291/3\"><num value=\"3\">(3)</num><content> the adoption of organization and position titles in the House which accurately reflect the respective functions, duties, and responsibilities of those organizations and positions in the House to which this chapter applies.</content>\n</paragraph>\n<sourceCredit id=\"id5d27f00f-ec38-11e5-89e9-afe61b29b17d\">(<ref href=\"/us/pl/88/652\">Pub.
