value=\"294\">§ 294.</num><heading> Position standards and descriptions</heading><subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id703268c0-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/a\"><num value=\"a\">(a)</num><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id703268c1-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/a/1\"><num value=\"1\">(1)</num><content> It shall be the duty of the committee to prescribe, revise, and (on a current basis) maintain position standards which shall apply to positions (in existence on, or established after, <date date=\"1965-01-01\">January 1, 1965</date>) under the House of Representatives to which this chapter applies.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id703268c2-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/a/2\"><num value=\"2\">(2)</num><chapeau> The position standards shall—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268c3-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/a/2/A\"><num value=\"A\">(A)</num><content> provide for the separation of such positions into appropriate classes for pay and personnel purposes on the basis of reasonable similarity with respect to types of positions, qualification requirements of positions, and levels of difficulty and responsibility of work, and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268c4-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/a/2/B\"><num value=\"B\">(B)</num><content> govern the placement of such positions in their respective appropriate compensation levels of the appropriate compensation schedule.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id703268c5-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/b\"><num value=\"b\">(b)</num><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id703268c6-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/b/1\"><num value=\"1\">(1)</num><chapeau> Subject to review and approval by the committee, the Clerk, the Sergeant at Arms, the Chief Administrative Officer, and the Inspector General of the House of Representatives, shall prepare, revise, and (on a current basis) maintain, at such times and in such form as the committee deems appropriate, position descriptions of the respective positions (in existence on, or established after, <date date=\"1965-01-01\">January 1, 1965</date>) under the House of Representatives to which this chapter applies which are under their respective jurisdictions, including—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268c7-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/b/1/A\"><num value=\"A\">(A)</num><content> with respect to the Clerk, positions under the House Recording Studio,</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268c8-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/b/1/B\"><num value=\"B\">(B)</num><content> with respect to the Sergeant at Arms, the position of minority pair clerk in the House, and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268c9-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/b/1/C\"><num value=\"C\">(C)</num><content> with respect to the Chief Administrative Officer, positions under the House Radio and Television Correspondents’ Gallery and the House Periodical Press Gallery.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id703268ca-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/b/2\"><num value=\"2\">(2)</num><chapeau> The position descriptions shall—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268cb-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/b/2/A\"><num value=\"A\">(A)</num><content> describe in detail the actual duties, responsibilities, and qualification requirements of the work of each of such positions,</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268cc-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/b/2/B\"><num value=\"B\">(B)</num><content> provide a position title for such position which accurately reflects such duties and responsibilities, and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268cd-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/b/2/C\"><num value=\"C\">(C)</num><content> govern the placement of such position in its appropriate class.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id703268ce-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/c\"><num value=\"c\">(c)</num><content> The Clerk, the Sergeant at Arms, the Chief Administrative Officer, and the Inspector General of the House of Representatives, shall transmit to the committee, at such times and in such form as the committee deems appropriate, all position descriptions required by subsection (b) of this section to be prepared, provided, and currently maintained by them, together with such other pertinent information as the committee may require, in order that the committee shall have, at all times, current information with respect to such position descriptions, the positions to which such descriptions apply, and related personnel matters within the purview of this chapter. Such information so transmitted shall be kept on file in the committee.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id703268cf-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/d\"><num value=\"d\">(d)</num><chapeau> Notwithstanding any other provision of this chapter, the committee shall have authority, which may be exercised at any time in its discretion, to—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268d0-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/d/1\"><num value=\"1\">(1)</num><content> conduct surveys and studies of all organization units, and the positions therein, to which this chapter applies;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268d1-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/d/2\"><num value=\"2\">(2)</num><content> ascertain on a current basis the facts with respect to the duties, responsibilities, and qualification requirements of any position to which this chapter applies;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268d2-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/d/3\"><num value=\"3\">(3)</num><content> prepare and revise the position description of any such position;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268d3-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/d/4\"><num value=\"4\">(4)</num><content> place any such position in its appropriate class and compensation level;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268d4-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/d/5\"><num value=\"5\">(5)</num><content> decide whether any such position is in its appropriate class and compensation level;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268d5-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/d/6\"><num value=\"6\">(6)</num><content> change any such position from one class or compensation level to any other class or compensation level whenever the facts warrant; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id703268d6-88fa-11e3-9b98-afd9f114c249\" identifier=\"/us/usc/t2/s294/d/7\"><num value=\"7\">(7)</num><content> prescribe such organization and position titles as may be appropriate to carry out the purposes of this chapter.</content>\n</paragraph>\n\n<continuation style=\"-uslm-lc:I10\" class=\"indent0 firstIndent0\">All such actions of the committee shall be binding on the House officer and organization unit concerned and shall be the basis for payment of compensation and for other personnel benefits and transactions until otherwise changed by the committee.</continuation>\n</subsection>\n<sourceCredit id=\"id703268d7-88fa-11e3-9b98-afd9f114c249\">(<ref href=\"/us/pl/88/652/s5\">Pub.
