(2) for provisions setting rate of compensation at $42,500 for Senators, Representatives, Delegates, and Resident Commissioner, $62,500 for Speaker, and $49,500 for President pro tempore of Senate and Majority and Minority Leaders of House and Senate, and added par. (2).</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">1969—<ref href=\"/us/pl/91/67\">Pub. L. 91–67</ref> increased compensation of Speaker from $43,000 to $62,500 per annum and compensation of Majority and Minority Leaders of both Houses of Congress from $35,000 to $49,500 per annum, and fixed compensation of President pro tempore of Senate at $49,500 per annum.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">1965—<ref href=\"/us/pl/89/301\">Pub. L. 89–301</ref> inserted provisions setting rate of compensation of Majority and Minority Leaders of Senate and House of Representatives at $35,000 per annum each.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">1964—<ref href=\"/us/pl/88/426\">Pub. or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I23\" class=\"indent2\"><num value=\"B\">“(B)</num><content> the last day of the One Hundred Thirteenth Congress.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I22\" class=\"indent1\"><num value=\"3\">“(3)</num><heading> <inline class=\"small-caps\">Withholding and remittance of amounts from payments held in escrow</inline>.—</heading><content>The payroll administrator shall provide for the same withholding and remittance with respect to a payment deposited in an escrow account under paragraph (1) that would apply to the payment if the payment were not subject to paragraph (1).</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I22\" class=\"indent1\"><num value=\"4\">“(4)</num><heading> <inline class=\"small-caps\">Release of amounts at end of the congress</inline>.—</heading><content>In order to ensure that this section is carried out in a manner that shall not vary the compensation of Senators or Representatives in violation of the twenty-seventh article of amendment to the Constitution of the United States, the payroll administrator of a House of Congress shall release for payments to Members of that House of Congress any amounts remaining in any escrow account under this section on the last day of the One Hundred Thirteenth Congress.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I22\" class=\"indent1\"><num value=\"5\">“(5)</num><heading> <inline class=\"small-caps\">Role of secretary of the treasury</inline>.—</heading><content>The Secretary of the Treasury shall provide the payroll administrators of the Houses of Congress with such assistance as may be necessary to enable the payroll administrators to carry out this section.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I21\" class=\"indent0\"><num value=\"b\">“(b)</num><heading> <inline class=\"small-caps\">Treatment of Delegates as Members</inline>.—</heading><content>In this section, the term ‘Member’ includes a Delegate or Resident Commissioner to the Congress.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I21\" class=\"indent0\"><num value=\"c\">“(c)</num><heading> <inline class=\"small-caps\">Payroll Administrator Defined</inline>.—</heading><chapeau>In this section, the ‘payroll administrator’ of a House of Congress means—</chapeau><paragraph style=\"-uslm-lc:I22\" class=\"indent1\"><num value=\"1\">“(1)</num><content> in the case of the House of Representatives, the Chief Administrative Officer of the House of Representatives, or an employee of the Office of the Chief Administrative Officer who is designated by the Chief Administrative Officer to carry out this section; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I22\" class=\"indent1\"><num value=\"2\">“(2)</num><content> in the case of the Senate, the Secretary of the Senate, or an employee of the Office of the Secretary of the Senate who is designated by the Secretary to carry out this section.”</content>\n</paragraph>\n</subsection>\n</quotedContent>\n</p>\n</note>\n<note style=\"-uslm-lc:I74\" topic=\"miscellaneous\" id=\"id054446bf-8e02-11e9-924e-8bbe14d5249c\"><heading class=\"centered smallCaps\">Cost of Living Adjustment</heading><p><ref href=\"/us/pl/115/244/dB/tII/s212\">Pub. L. 115–141, § 7(a)</ref>, <date date=\"2018-03-23\">Mar. 23, 2018</date>, <ref href=\"/us/stat/132/351\">132 Stat. 351</ref>, provided that: <quotedContent origin=\"/us/pl/115/141/s7/a\">“Notwithstanding any other provision of law, no adjustment shall be made under section 601(a) of the Legislative Reorganization Act of 1946 (<ref href=\"/us/usc/t2/s4501\">2 U.S.C. 4501</ref>) (relating to cost of living adjustments for Members of Congress) during fiscal year 2018.”</quotedContent>\n</p>\n<p><ref href=\"/us/pl/114/223/dC/s175\">Pub. L. 114–223, div. C, § 175</ref>, as added by <ref href=\"/us/pl/114/254/dA/s101/3\">Pub. L. 114–254, div. L. 113–235, § 8</ref>, <date date=\"2014-12-16\">Dec. 16, 2014</date>, <ref href=\"/us/stat/128/2133\">128 Stat. 2133</ref>, provided that: <quotedContent origin=\"/us/pl/113/235/s8\">“Notwithstanding any other provision of law, no adjustment shall be made under section 610(a) [probably should be “601(a)”] of the Legislative Reorganization Act of 1946 (<ref href=\"/us/usc/t2/s31\">2 U.S.C. 31</ref>) [now <ref href=\"/us/usc/t2/s4501\">2 U.S.C. 4501</ref>] (relating to cost of living adjustments for Members of Congress) during fiscal year 2015.”</quotedContent>\n</p>\n<p><ref href=\"/us/pl/113/46/dA/s146\">Pub. L. 113–46, div. A, § 146</ref>, <date date=\"2013-10-17\">Oct. 17, 2013</date>, <ref href=\"/us/stat/127/565\">127 Stat. 565</ref>, provided that: <quotedContent origin=\"/us/pl/113/46/dA/s146\">“Notwithstanding any other provision of law, no adjustment shall be made under section 610(a) [probably should be “601(a)”] of the Legislative Reorganization Act of 1946 (<ref href=\"/us/usc/t2/s31\">2 U.S.C. 31</ref>) [now <ref href=\"/us/usc/t2/s4501\">2 U.S.C. 4501</ref>] (relating to cost of living adjustments for Members of Congress) during fiscal year 2014.”</quotedContent>\n</p>\n<p><ref href=\"/us/pl/112/240/tVIII/s802\">Pub. L. 112–240, title VIII, § 802</ref>, <date date=\"2013-01-02\">Jan. 2, 2013</date>, <ref href=\"/us/stat/126/2369\">126 Stat. 2369</ref>, provided that: <quotedContent origin=\"/us/pl/112/240/tVIII/s802\">“Notwithstanding any other provision of law, no adjustment shall be made under section 601(a) of the Legislative Reorganization Act of 1946 (<ref href=\"/us/usc/t2/s31\">2 U.S.C. 31</ref>) [now <ref href=\"/us/usc/t2/s4501\">2 U.S.C. 4501</ref>] (relating to cost of living adjustments for Members of Congress) during fiscal year 2013.”</quotedContent>\n</p>\n<p><ref href=\"/us/pl/111/165/s1\">Pub. L. 111–165, § 1</ref>, <date date=\"2010-05-14\">May 14, 2010</date>, <ref href=\"/us/stat/124/1185\">124 Stat. 1185</ref>, provided that: <quotedContent origin=\"/us/pl/111/165/s1\">“Notwithstanding any other provision of law, no adjustment shall be made under section 601(a) of the Legislative Reorganization Act of 1946 (<ref href=\"/us/usc/t2/s31\">2 U.S.C. 31</ref>) [now <ref href=\"/us/usc/t2/s4501\">2 U.S.C. 4501</ref>] (relating to cost of living adjustments for Members of Congress) during fiscal year 2011.”</quotedContent>\n</p>\n<p><ref href=\"/us/pl/111/8/dJ/s103\">Pub. L. 111–8, div. J, § 103</ref>, <date date=\"2009-03-11\">Mar. 11, 2009</date>, <ref href=\"/us/stat/123/988\">123 Stat. 988</ref>, provided that: <quotedContent origin=\"/us/pl/111/8/dJ/s103\">“Notwithstanding any provision of section 601(a)(2) of the Legislative Reorganization Act of 1946 (<ref href=\"/us/usc/t2/s31/2\">2 U.S.C. 31(2)</ref>) [now <ref href=\"/us/usc/t2/s4501/2\">2 U.S.C. 4501(2)</ref>], the percentage adjustment scheduled to take effect under any such provision in calendar year 2010 shall not take effect.”</quotedContent>\n</p>\n<p><ref href=\"/us/pl/109/289/dB/tI/s115\">Pub. L. 109–289, div. B, title I, § 115</ref>, as added by <ref href=\"/us/pl/110/5/s2\">Pub. L. 110–5, § 2</ref>, <date date=\"2007-02-15\">Feb. 15, 2007</date>, <ref href=\"/us/stat/121/12\">121 Stat. 12</ref>, provided that: <quotedContent origin=\"/us/pl/110/5/s2\">“Notwithstanding any other provision of this division [see Tables for classification] and notwithstanding section 601(a)(2) of the Legislative Reorganization Act of 1946 (<ref href=\"/us/usc/t2/s31\">2 U.S.C. 31</ref>[(2)]) [now <ref href=\"/us/usc/t2/s4501/2\">2 U.S.C. 4501(2)</ref>], the percentage adjustment scheduled to take effect under such section for 2007 shall not take effect.”</quotedContent>\n</p>\n<p><ref href=\"/us/pl/103/6/s7\">Pub. L. 103–6, § 7</ref>, <date date=\"1993-03-04\">Mar. 4, 1993</date>, <ref href=\"/us/stat/107/35\">107 Stat. 35</ref>, provided that:<quotedContent origin=\"/us/pl/103/6/s7\">\n<subsection style=\"-uslm-lc:I21\" class=\"indent0\"><num value=\"a\">“(a)</num><heading> <inline class=\"small-caps\">Cost of Living Adjustment</inline>.—</heading><content>Notwithstanding section 601(a)(2) of the Legislative Reorganization Act of 1946 (<ref href=\"/us/usc/t2/s31/2\">2 U.S.C. 31(2)</ref>) [now <ref href=\"/us/usc/t2/s4501/2\">2 U.S.C. 4501(2)</ref>], the cost of living adjustment (relating to pay for Members of Congress) which would become effective under such provision of law during calendar year 1994 shall not take effect.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I21\" class=\"indent0\"><num value=\"b\">“(b)</num><heading> <inline class=\"small-caps\">Severability</inline>.—</heading><content>If any provision of this Act [enacting provisions set out as notes under sections 1 and 3304 of Title 26, Internal Revenue Code, and <ref href=\"/us/usc/t45/s352\">section 352 of Title 45</ref>, Railroads, and amending provisions set out as notes under <ref href=\"/us/usc/t26/s3304\">section 3304 of Title 26</ref> and <ref href=\"/us/usc/t45/s352\">section 352 of Title 45</ref>], or an amendment made by this Act, or the application of such provision to any person or circumstance, is held to be invalid, the remainder of this Act, or an amendment made by this Act, or the application of such provision to other persons or circumstances, shall not be affected.”</content>\n</subsection>\n</quotedContent>\n</p>\n</note>\n<note style=\"-uslm-lc:I74\" topic=\"miscellaneous\" id=\"id054446c0-8e02-11e9-924e-8bbe14d5249c\"><heading class=\"centered smallCaps\">Annual Rate of Pay Increase for Certain Members of Congress Serving On or After <date date=\"1983-07-01\">July 1, 1983</date></heading><p style=\"-uslm-lc:I21\" class=\"indent0\"><ref href=\"/us/pl/98/63/tI/s908/d\">Pub. L. 98–63, title I, § 908(d)</ref>, (f), <date date=\"1983-07-30\">July 30, 1983</date>, <ref href=\"/us/stat/97/338\">97 Stat. 338</ref>, which provided that, effective with respect to service as a Member performed on or after <date date=\"1983-07-01\">July 1, 1983</date>, and notwithstanding any other provision of law, in the case of a Member serving in office or position of Senator, President pro tempore of Senate, Majority Leader of Senate, or Minority Leader of Senate during a calendar year, the annual rate of pay paid to such Member for such service would not be less than the annual rate of pay payable for such position on <date date=\"1982-12-17\">Dec. 17, 1982</date>, increased by 15 percent and rounded in accordance with <ref href=\"/us/usc/t5/s5318\">section 5318 of Title 5</ref>, was repealed by <ref href=\"/us/pl/102/90/tI/s6/c\">Pub.
