<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id714b52fd-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524"><num value="4524">§ 4524.</num><heading> Withholding of charitable contributions from salaries paid by Secretary of Senate and from employees of Architect of Capitol</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id714b52fe-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/a"><num value="a" class="bold">(a)</num><heading class="bold"> Definitions</heading><chapeau>For purposes of this section, the term—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id714b52ff-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/a/1"><num value="1">(1)</num><content> “Secretary” means the Secretary of the Senate; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id714b5300-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/a/2"><num value="2">(2)</num><content> “Architect” means the Architect of the Capitol.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id714b5301-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/b"><num value="b" class="bold">(b)</num><heading class="bold"> Notice; deduction and transmission</heading><paragraph style="-uslm-lc:I11" class="indent0" id="id714b5302-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/b/1"><num value="1">(1)</num><content> The Secretary and the Architect shall notify individuals whose pay is disbursed by the Secretary or who are employees of the Architect, including employees of the Botanic Garden or the Senate Restaurants of the opportunity to have amounts withheld from their pay pursuant to this section for contribution to national voluntary health and welfare agencies designated by the Director of the Office of Personnel Management pursuant to Executive Order 10927, dated <date date="1961-03-18">March 18, 1961</date>.</content>
</paragraph>
<paragraph style="-uslm-lc:I11" class="indent0" id="id714b5303-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/b/2"><num value="2">(2)</num><chapeau> Upon request by such an individual specifying the amount to be withheld and one Combined Federal Campaign Center in the Washington metropolitan area to receive such amount, the Secretary, the Architect, or any other officer who disburses the pay of such individual, as the case may be, shall—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="id714b5304-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/b/2/A"><num value="A">(A)</num><content> withhold such amount from the pay of such individual; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id714b5305-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/b/2/B"><num value="B">(B)</num><content> transmit (not less than once each calendar quarter) the amount so withheld to the Combined Federal Campaign Center as specified in such request.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id714b5306-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/c"><num value="c" class="bold">(c)</num><heading class="bold"> Time of withholding and transmission</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary and the Architect shall, to the extent practicable, carry out subsection (b) at or about the time of the Combined Federal Campaign and other fundraising in the executive branch of the Federal Government conducted pursuant to Executive Order 10927, dated <date date="1961-03-18">March 18, 1961</date>, and at such other times as each such officer deems appropriate.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id714b5307-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/d"><num value="d" class="bold">(d)</num><heading class="bold"> Amount</heading><paragraph style="-uslm-lc:I11" class="indent0" id="id714b5308-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/d/1"><num value="1">(1)</num><chapeau> No amount shall be withheld under subsection (b) from the pay of any individual for any pay period if the amount of such pay for such period is less than the sum of—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="id714b5309-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/d/1/A"><num value="A">(A)</num><content> the amount specified to be withheld from such pay under subsection (b) for such period; plus</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id714b530a-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/d/1/B"><num value="B">(B)</num><content> the amount of all other withholdings from such pay for such period.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I11" class="indent0" id="id714b530b-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/d/2"><num value="2">(2)</num><chapeau> No amount may be specified by an individual to be withheld for any pay period under subsection (b) which is less than—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="id714b530c-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/d/2/A"><num value="A">(A)</num><content> 50 cents, if the pay period of such individual is biweekly or semimonthly; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id714b530d-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/d/2/B"><num value="B">(B)</num><content> $1, if the pay period of such individual is monthly.</content>
</subparagraph>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id714b530e-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/e"><num value="e" class="bold">(e)</num><heading class="bold"> Provisions as not imposing duty, burden, requirement or penalty on United States, Senate, or any officer or employee of United States; effect of filing paper</heading><content><p style="-uslm-lc:I11" class="indent0">This section imposes no duty, burden, or requirement upon the United States, the Senate, or any officer or employee of the United States, except as specifically provided in this section. Nothing in this section shall be deemed to consent to the application of any provision of law which has the effect of subjecting the United States, the Senate, or any officer or employee of the United States to any penalty or liability by reason of the provisions of this section. Any paper, form, document, or any other item filed with the Secretary under this section is a paper of the Senate within the provisions of rule XXX of the Standing Rules of the Senate.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id714b530f-88fa-11e3-9b98-afd9f114c249" identifier="/us/usc/t2/s4524/f"><num value="f" class="bold">(f)</num><heading class="bold"> Rules and regulations</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary and the Architect are authorized to issue rules and regulations they consider appropriate in carrying out their duties under this section.</p>
