<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id5d2f1ba3-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503"><num value="503">§ 503.</num><heading> Official mail of persons entitled to use congressional frank</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id5d2f1ba4-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/a"><num value="a" class="bold">(a)</num><heading class="bold"> Congressional committee regulations for expenditure of appropriations for official mail</heading><chapeau>Except as otherwise provided in this section, funds appropriated by this Act or any other Act for expenses of official mail of any person entitled to use the congressional frank may be expended only in accordance with regulations prescribed by the Committee on Rules and Administration of the Senate or the Committee on House Oversight of the House of Representatives, as applicable. Such regulations shall require—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1ba5-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/a/1"><num value="1">(1)</num><content> individual accountability for use of official mail by each person entitled to use the congressional frank;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1ba6-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/a/2"><num value="2">(2)</num><subparagraph style="-uslm-lc:I12" class="indent1" id="id5d2f1ba7-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/a/2/A"><num value="A">(A)</num><content> with respect to the House of Representatives, allocation of funds for official mail to be made to each such person with respect to each session of Congress (with no transfer to any other session or to any other such person); and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id5d2f1ba8-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/a/2/B"><num value="B">(B)</num><content> with respect to the Senate, allocation of funds for official mail to be made to each such person with respect to each session of Congress (with no transfer to any other session, other than transfers from the first session of a Congress to the second session of that Congress, or to any other such person); and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1ba9-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/a/3"><num value="3">(3)</num><content> with respect to the House of Representatives, that in addition to any other report or information made available to the public (through the House Commission on Congressional Mailing Standards or otherwise) regarding the use of the frank, the Chief Administrative Officer of the House of Representatives shall include in the quarterly report of receipts and expenditures submitted to the House of Representatives a statement (based solely on data provided for that purpose by the Committee on House Oversight of the House of Representatives and the House Commission on Congressional Mailing Standards) of costs incurred for official mail by each person entitled to use the congressional frank.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id5d2f1baa-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/b"><num value="b" class="bold">(b)</num><heading class="bold"> Postmaster General functions</heading><chapeau>The Postmaster General, in consultation with the Committee on Rules and Administration of the Senate and the Committee on House Oversight of the House of Representatives—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bab-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/b/1"><num value="1">(1)</num><content> shall monitor use of official mail by each person entitled to use the congressional frank;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bac-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/b/2"><num value="2">(2)</num><content> at least monthly, shall notify any person with an allocation under subsection (a)(2)(A) as to the amount that has been used and any person with an allocation under subsection (a)(2)(B) as to the percentage of the allocation that has been used; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bad-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/b/3"><num value="3">(3)</num><content> may not carry or deliver official mail the cost of which is in excess of an allocation under subsection (a)(2).</content>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id5d2f1bae-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/c"><num value="c" class="bold">(c)</num><heading class="bold"> Source of funds for expenses of official mail</heading><chapeau>Expenses of official mail of the Senate and the House of Representatives may be paid only from funds specifically appropriated for that purpose and funds so appropriated—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1baf-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/c/1"><num value="1">(1)</num><content> may be supplemented by other appropriated funds only if such supplementation is provided for by law or by regulation under subsection (a); and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bb0-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/c/2"><num value="2">(2)</num><content> may not be supplemented by funds from any other source, public or private.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id5d2f1bb1-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/d"><num value="d" class="bold">(d)</num><heading class="bold"> Maintenance or use of unofficial office accounts or defrayal of official expenses from certain funds prohibited</heading><chapeau>No Senator or Member of the House of Representatives may maintain or use, directly or indirectly, an unofficial office account or defray official expenses for franked mail, employee salaries, office space, furniture, or equipment and any associated information technology services (excluding handheld communications devices) from—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bb2-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/d/1"><num value="1">(1)</num><content> funds received from a political committee or derived from a contribution or expenditure (as such terms are defined in <ref href="/us/usc/t52/s30101">section 30101 of title 52</ref>);</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bb3-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/d/2"><num value="2">(2)</num><content> funds received as reimbursement for expenses incurred by the Senator or Member in connection with personal services provided by the Senator or Member to the person making the reimbursement; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bb4-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/d/3"><num value="3">(3)</num><content> any other funds that are not specifically appropriated for official expenses.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id5d2f1bb5-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/e"><num value="e" class="bold">(e)</num><heading class="bold"> Official Mail Allowance in House of Representatives</heading><paragraph style="-uslm-lc:I11" class="indent0" id="id5d2f1bb6-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/e/1"><num value="1">(1)</num><chapeau> The use of funds of the House of Representatives which are made available for official mail of Members, officers, and employees of the House of Representatives who are persons entitled to use the congressional frank shall be governed by regulations promulgated—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bb7-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/e/1/A"><num value="A">(A)</num><content> by the Committee on House Oversight of the House of Representatives, with respect to allocation and expenditures relating to official mail (except as provided in subparagraph (B)); and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bb8-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/e/1/B"><num value="B">(B)</num><content> by the House Commission on Congressional Mailing Standards, with respect to matters under <ref href="/us/usc/t39/s3210/a/6/D">section 3210(a)(6)(D) of title 39</ref>.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I11" class="indent0" id="id5d2f1bb9-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/e/2"><num value="2">(2)</num><chapeau> Funds used for official mail—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bba-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/e/2/A"><num value="A">(A)</num><content> with respect to a Member of the House of Representatives, shall be available, in a session of Congress, in a total amount, as determined under paragraph (1)(A), of not more than the product of (i) 3 times the single-piece rate applicable to first class mail, and (ii) the number (as determined by the Postmaster General) of addresses (other than business possible delivery stops) in the congressional district, as such addresses are described in <ref href="/us/usc/t39/s3210/d/7/B">section 3210(d)(7)(B) of title 39</ref>; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bbb-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/e/2/B"><num value="B">(B)</num><content> with respect to any other person entitled to use the congressional frank in the House of Representatives (including any Member of the House of Representatives who receives an allocation under subsection (a)(2) with respect to duties as an elected officer of, or holder of another position in, the House of Representatives), shall be available, in a session of Congress, in a total amount determined under paragraph (1)(A).</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id5d2f1bbc-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/f"><num value="f" class="bold">(f)</num><heading class="bold"> Mass mailing; submission of samples or description of proposed mail matter; advisory opinion</heading><content><p style="-uslm-lc:I11" class="indent0">A Member of the House of Representatives shall, before making any mass mailing, submit a sample or description of the mail matter involved to the House Commission on Congressional Mailing Standards for an advisory opinion as to whether such proposed mailing is in compliance with applicable provisions of law, rule, or regulation.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id5d2f1bbd-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/g"><num value="g" class="bold">(g)</num><heading class="bold"> “Member of the House of Representatives” and “person entitled to use the congressional frank” defined</heading><chapeau>As used in subsections (a) through (f)—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bbe-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/g/1"><num value="1">(1)</num><content> the term “Member of the House of Representatives” means a Representative in, or a Delegate or Resident Commissioner to, the Congress; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d2f1bbf-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s503/g/2"><num value="2">(2)</num><content> the term “person entitled to use the congressional frank” means a Senator, Member of the House of Representatives, or other person authorized to use the frank under <ref href="/us/usc/t39/s3210/b">section 3210(b) of title 39</ref>.</content>
