<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id5d364730-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634"><num value="634">§ 634.</num><heading> Concurrent resolution on the budget must be adopted before budget-related legislation is considered</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id5d364731-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau>Until the concurrent resolution on the budget for a fiscal year has been agreed to, it shall not be in order in the House of Representatives, with respect to the first fiscal year covered by that resolution, or the Senate, with respect to any fiscal year covered by that resolution, to consider any bill or joint resolution, amendment or motion thereto, or conference report thereon that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id5d364732-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/a/1"><num value="1">(1)</num><content> first provides new budget authority for that fiscal year;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d364733-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/a/2"><num value="2">(2)</num><content> first provides an increase or decrease in revenues during that fiscal year;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d364734-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/a/3"><num value="3">(3)</num><content> provides an increase or decrease in the public debt limit to become effective during that fiscal year;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d364735-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/a/4"><num value="4">(4)</num><content> in the Senate only, first provides new entitlement authority for that fiscal year; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d364736-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/a/5"><num value="5">(5)</num><content> in the Senate only, first provides for an increase or decrease in outlays for that fiscal year.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id5d364737-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/b"><num value="b" class="bold">(b)</num><heading class="bold"> Exceptions in House</heading><chapeau>In the House of Representatives, subsection (a) does not apply—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id5d364738-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/b/1"><num value="1">(1)</num><subparagraph style="-uslm-lc:I12" class="indent1" id="id5d364739-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/b/1/A"><num value="A">(A)</num><content> to any bill or joint resolution, as reported, providing advance discretionary new budget authority that first becomes available for the first or second fiscal year after the budget year; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id5d36473a-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/b/1/B"><num value="B">(B)</num><content> to any bill or joint resolution, as reported, first increasing or decreasing revenues in a fiscal year following the fiscal year to which the concurrent resolution applies;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d36473b-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/b/2"><num value="2">(2)</num><content> after May 15, to any general appropriation bill or amendment thereto; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id5d36473c-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/b/3"><num value="3">(3)</num><content> to any bill or joint resolution unless it is reported by a committee.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id5d36473d-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/c"><num value="c" class="bold">(c)</num><heading class="bold"> Application to appropriation measures in Senate</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id5d36473e-ec38-11e5-89e9-afe61b29b17d" identifier="/us/usc/t2/s634/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">Until the concurrent resolution on the budget for a fiscal year has been agreed to and an allocation has been made to the Committee on Appropriations of the Senate under <ref href="/us/usc/t2/s633/a">section 633(a) of this title</ref> for that year, it shall not be in order in the Senate to consider any appropriation bill or joint resolution, amendment or motion thereto, or conference report thereon for that year or any subsequent year.</p>
