<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id378dd79c-23a2-11ed-b4cc-ee0832c48514" identifier="/us/usc/t2/s681"><num value="681">§ 681.</num><heading> Disclaimer</heading>
<chapeau style="-uslm-lc:I11" class="indent0">Nothing contained in this Act, or in any amendments made by this Act, shall be construed as—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id378dd79d-23a2-11ed-b4cc-ee0832c48514" identifier="/us/usc/t2/s681/1"><num value="1">(1)</num><content> asserting or conceding the constitutional powers or limitations of either the Congress or the President;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id378dd79e-23a2-11ed-b4cc-ee0832c48514" identifier="/us/usc/t2/s681/2"><num value="2">(2)</num><content> ratifying or approving any impoundment heretofore or hereafter executed or approved by the President or any other Federal officer or employee, except insofar as pursuant to statutory authorization then in effect;</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id378dd79f-23a2-11ed-b4cc-ee0832c48514" identifier="/us/usc/t2/s681/3"><num value="3">(3)</num><content> affecting in any way the claims or defenses of any party to litigation concerning any impoundment; or</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id378dd7a0-23a2-11ed-b4cc-ee0832c48514" identifier="/us/usc/t2/s681/4"><num value="4">(4)</num><content> superseding any provision of law which requires the obligation of budget authority or the making of outlays thereunder.</content>
