<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="iddb17b06d-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685"><num value="685">§ 685.</num><heading> Transmission of messages; publication</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="iddb17b06e-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685/a"><num value="a" class="bold">(a)</num><heading class="bold"> Delivery to House and Senate</heading><content><p style="-uslm-lc:I11" class="indent0">Each special message transmitted under section 683 or 684 of this title shall be transmitted to the House of Representatives and the Senate on the same day, and shall be delivered to the Clerk of the House of Representatives if the House is not in session, and to the Secretary of the Senate if the Senate is not in session. Each special message so transmitted shall be referred to the appropriate committee of the House of Representatives and the Senate. Each such message shall be printed as a document of each House.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="iddb17b06f-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685/b"><num value="b" class="bold">(b)</num><heading class="bold"> Delivery to Comptroller General</heading><chapeau>A copy of each special message transmitted under section 683 or 684 of this title, shall be transmitted to the Comptroller General on the same day it is transmitted to the House of Representatives and the Senate. In order to assist the Congress in the exercise of its functions under section 683 or 684 of this title, the Comptroller General shall review each such message and inform the House of Representatives and the Senate as promptly as practicable with respect to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="iddb17b070-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685/b/1"><num value="1">(1)</num><content> in the case of a special message transmitted under <ref href="/us/usc/t2/s683">section 683 of this title</ref>, the facts surrounding the proposed rescission or the reservation of budget authority (including the probable effects thereof); and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="iddb17b071-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685/b/2"><num value="2">(2)</num><content> in the case of a special message transmitted under <ref href="/us/usc/t2/s684">section 684 of this title</ref>, (A) the facts surrounding each proposed deferral of budget authority (including the probable effects thereof) and (B) whether or not (or to what extent), in his judgment, such proposed deferral is in accordance with existing statutory authority.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="iddb17b072-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685/c"><num value="c" class="bold">(c)</num><heading class="bold"> Transmission of supplementary messages</heading><content><p style="-uslm-lc:I11" class="indent0">If any information contained in a special message transmitted under section 683 or 684 of this title is subsequently revised, the President shall transmit to both Houses of Congress and the Comptroller General a supplementary message stating and explaining such revision. Any such supplementary message shall be delivered, referred, and printed as provided in subsection (a). The Comptroller General shall promptly notify the House of Representatives and the Senate of any changes in the information submitted by him under subsection (b) which may be necessitated by such revision.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="iddb17b073-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685/d"><num value="d" class="bold">(d)</num><heading class="bold"> Printing in Federal Register</heading><content><p style="-uslm-lc:I11" class="indent0">Any special message transmitted under section 683 or 684 of this title, and any supplementary message transmitted under subsection (c), shall be printed in the first issue of the Federal Register published after such transmittal.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="iddb17b074-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685/e"><num value="e" class="bold">(e)</num><heading class="bold"> Cumulative reports of proposed rescissions, reservations, and deferrals of budget authority</heading><paragraph style="-uslm-lc:I11" class="indent0" id="iddb17b075-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685/e/1"><num value="1">(1)</num><chapeau> The President shall submit a report to the House of Representatives and the Senate, not later than the 10th day of each month during a fiscal year, listing all budget authority for that fiscal year with respect to which, as of the first day of such month—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="iddb17b076-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685/e/1/A"><num value="A">(A)</num><content> he has transmitted a special message under <ref href="/us/usc/t2/s683">section 683 of this title</ref> with respect to a proposed rescission or a reservation; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="iddb17b077-7a5c-11e4-a8c8-d67a6e888ba7" identifier="/us/usc/t2/s685/e/1/B"><num value="B">(B)</num><content> he has transmitted a special message under <ref href="/us/usc/t2/s684">section 684 of this title</ref> proposing a deferral.</content>
</subparagraph>

<continuation style="-uslm-lc:I10" class="indent0 firstIndent0">Such report shall also contain, with respect to each such proposed rescission or deferral, or each such reservation, the information required to be submitted in the special message with respect thereto under section 683 or 684 of this title.</continuation>
