<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id24891042-814b-11e4-b1a4-be8764a638ce" identifier="/us/usc/t2/s905/b"><num value="b" class="bold">(b)</num><heading class="bold"> Veterans programs</heading><content><p style="-uslm-lc:I11" class="indent0">The following programs shall be exempt from reduction under any order issued under this subchapter:</p>
<p style="-uslm-lc:I12" role="listItem" class="indent1">All programs administered by the Department of Veterans Affairs.</p>
<p style="-uslm-lc:I12" role="listItem" class="indent1">Special benefits for certain World War II veterans (28–0401–0–1–701).</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id24891043-814b-11e4-b1a4-be8764a638ce" identifier="/us/usc/t2/s905/c"><num value="c" class="bold">(c)</num><heading class="bold"> Net interest</heading><content><p style="-uslm-lc:I11" class="indent0">No reduction of payments for net interest (all of major functional category 900) shall be made under any order issued under this subchapter.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id24891044-814b-11e4-b1a4-be8764a638ce" identifier="/us/usc/t2/s905/d"><num value="d" class="bold">(d)</num><heading class="bold"> Refundable income tax credits</heading><content><p style="-uslm-lc:I11" class="indent0">Payments to individuals made pursuant to provisions of title 26 establishing refundable tax credits shall be exempt from reduction under any order issued under this subchapter.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id24891045-814b-11e4-b1a4-be8764a638ce" identifier="/us/usc/t2/s905/e"><num value="e" class="bold">(e)</num><heading class="bold"> Non-defense unobligated balances</heading><content><p style="-uslm-lc:I11" class="indent0">Unobligated balances of budget authority carried over from prior fiscal years, except balances in the defense category, shall be exempt from reduction under any order issued under this subchapter.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id24891046-814b-11e4-b1a4-be8764a638ce" identifier="/us/usc/t2/s905/f"><num value="f" class="bold">(f)</num><heading class="bold"> Optional exemption of military personnel</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id24891047-814b-11e4-b1a4-be8764a638ce" identifier="/us/usc/t2/s905/f/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The President may, with respect to any military personnel account, exempt that account from sequestration or provide for a lower uniform percentage reduction than would otherwise apply.</p>
