(“ESEA”), the Individuals with Disabilities Education Act (<ref href=\"/us/usc/t20/s1400\">20 U.S.C. 1400</ref> et seq.) (“IDEA”), the Adult Education and Family Literacy Act (<ref href=\"/us/usc/t20/s9201\">20 U.S.C. 9201</ref> et seq.),<ref class=\"footnoteRef\" idref=\"fn002243\">1</ref><note type=\"footnote\" id=\"fn002243\"><num>1</num> See References in Text note below.</note> or the Carl D. Perkins Career and Technical Education Act of 2006 (<ref href=\"/us/usc/t20/s2301\">20 U.S.C. 2301</ref> et seq.) (“the Perkins Act”) or for modernization, renovation, or repair of public school facilities, including modernization, renovation, and repairs that are consistent with a recognized green building rating system.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id83ba582f-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s10003/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Prohibition</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">A local educational agency may not use funds received under this chapter for—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id83ba5830-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s10003/b/1\"><num value=\"1\">(1)</num><content> payment of maintenance costs;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id83ba5831-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s10003/b/2\"><num value=\"2\">(2)</num><content> stadiums or other facilities primarily used for athletic contests or exhibitions or other events for which admission is charged to the general public;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id83ba5832-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s10003/b/3\"><num value=\"3\">(3)</num><content> purchase or upgrade of vehicles; or</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id83ba5833-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s10003/b/4\"><num value=\"4\">(4)</num><content> improvement of stand-alone facilities whose purpose is not the education of children, including central office administration or operations or logistical support facilities.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id83ba5834-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s10003/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Rule of construction</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Nothing in this section shall allow a local educational agency to engage in school modernization, renovation, or repair that is inconsistent with State law.</p>\n</content>\n</subsection>\n<sourceCredit id=\"id83ba5835-3b28-11eb-8459-b1d1037aec5b\">(<ref href=\"/us/pl/111/5/dA/tXIV/s14003\">Pub.
