<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id81210f72-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d"><num value="1022d">§ 1022d.</num><heading> Accountability for programs that prepare teachers</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id81210f73-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a"><num value="a" class="bold">(a)</num><heading class="bold"> Institutional and program report cards on the quality of teacher preparation</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id81210f74-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> Report card</heading><chapeau style="-uslm-lc:I12" class="indent1">Each institution of higher education that conducts a traditional teacher preparation program or alternative routes to State certification or licensure program and that enrolls students receiving Federal assistance under this chapter shall report annually to the State and the general public, in a uniform and comprehensible manner that conforms with the definitions and methods established by the Secretary, the following:</chapeau><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id81210f75-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/A"><num value="A" class="bold">(A)</num><heading class="bold"> Goals and assurances</heading><clause style="-uslm-lc:I13" class="indent2" id="id81210f76-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/A/i"><num value="i">(i)</num><chapeau> For the most recent year for which the information is available for the institution—</chapeau><subclause style="-uslm-lc:I14" class="indent3" id="id81210f77-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/A/i/I"><num value="I">(I)</num><content> whether the goals set under <ref href="/us/usc/t20/s1022e">section 1022e of this title</ref> have been met; and</content>
</subclause>
<subclause style="-uslm-lc:I14" class="indent3" id="id81210f78-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/A/i/II"><num value="II">(II)</num><content> a description of the activities the institution implemented to achieve such goals.</content>
</subclause>
</clause>
<clause style="-uslm-lc:I13" class="indent2" id="id81238079-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/A/ii"><num value="ii">(ii)</num><content> A description of the steps the institution is taking to improve its performance in meeting the annual goals set under <ref href="/us/usc/t20/s1022e">section 1022e of this title</ref>.</content>
</clause>
<clause style="-uslm-lc:I13" class="indent2" id="id8123807a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/A/iii"><num value="iii">(iii)</num><content> A description of the activities the institution has implemented to meet the assurances provided under <ref href="/us/usc/t20/s1022e">section 1022e of this title</ref>.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id8123807b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/B"><num value="B" class="bold">(B)</num><heading class="bold"> Pass rates and scaled scores</heading><chapeau style="-uslm-lc:I13" class="indent2">For the most recent year for which the information is available for those students who took the assessments used for teacher certification or licensure by the State in which the program is located and are enrolled in the traditional teacher preparation program or alternative routes to State certification or licensure program, and for those who have taken such assessments and have completed the traditional teacher preparation program or alternative routes to State certification or licensure program during the two-year period preceding such year, for each of such assessments—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id8123807c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/B/i"><num value="i">(i)</num><content> the percentage of students who have completed 100 percent of the nonclinical coursework and taken the assessment who pass such assessment;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8123807d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/B/ii"><num value="ii">(ii)</num><content> the percentage of all students who passed such assessment;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8123807e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/B/iii"><num value="iii">(iii)</num><content> the percentage of students who have taken such assessment who enrolled in and completed the traditional teacher preparation program or alternative routes to State certification or licensure program, as applicable;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8123807f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/B/iv"><num value="iv">(iv)</num><content> the average scaled score for all students who took such assessment;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id81238080-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/B/v"><num value="v">(v)</num><content> a comparison of the program’s pass rates with the average pass rates for programs in the State; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id81238081-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/B/vi"><num value="vi">(vi)</num><content> a comparison of the program’s average scaled scores with the average scaled scores for programs in the State.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id81238082-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/C"><num value="C" class="bold">(C)</num><heading class="bold"> Program information</heading><chapeau style="-uslm-lc:I13" class="indent2">A description of—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id81238083-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/C/i"><num value="i">(i)</num><content> the criteria for admission into the program;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id81238084-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/C/ii"><num value="ii">(ii)</num><content> the number of students in the program (disaggregated by race, ethnicity, and gender);</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id81238085-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/C/iii"><num value="iii">(iii)</num><content> the average number of hours of supervised clinical experience required for those in the program;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id81238086-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/C/iv"><num value="iv">(iv)</num><content> the number of full-time equivalent faculty and students in the supervised clinical experience; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id81238087-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/C/v"><num value="v">(v)</num><content> the total number of students who have been certified or licensed as teachers, disaggregated by subject and area of certification or licensure.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id81238088-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/D"><num value="D" class="bold">(D)</num><heading class="bold"> Statement</heading><content><p style="-uslm-lc:I13" class="indent2">In States that require approval or accreditation of teacher preparation programs, a statement of whether the institution’s program is so approved or accredited, and by whom.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id81238089-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/E"><num value="E" class="bold">(E)</num><heading class="bold"> Designation as low-performing</heading><content><p style="-uslm-lc:I13" class="indent2">Whether the program has been designated as low-performing by the State under <ref href="/us/usc/t20/s1022f/a">section 1022f(a) of this title</ref>.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id8123808a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/F"><num value="F" class="bold">(F)</num><heading class="bold"> Use of technology</heading><content><p style="-uslm-lc:I13" class="indent2">A description of the activities, including activities consistent with the principles of universal design for learning, that prepare teachers to integrate technology effectively into curricula and instruction, and to use technology effectively to collect, manage, and analyze data in order to improve teaching and learning for the purpose of increasing student academic achievement.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id8123808b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/1/G"><num value="G" class="bold">(G)</num><heading class="bold"> Teacher training</heading><content><p style="-uslm-lc:I13" class="indent2">A description of the activities that prepare general education and special education teachers to teach students with disabilities effectively, including training related to participation as a member of individualized education program teams, as defined in <ref href="/us/usc/t20/s1414/d/1/B">section 1414(d)(1)(B) of this title</ref>, and to effectively teach students who are limited English proficient.</p>
</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8123808c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Report</heading><content><p style="-uslm-lc:I12" class="indent1">Each eligible partnership receiving a grant under <ref href="/us/usc/t20/s1022a">section 1022a of this title</ref> shall report annually on the progress of the eligible partnership toward meeting the purposes of this part and the objectives and measures described in <ref href="/us/usc/t20/s1022c/a">section 1022c(a) of this title</ref>.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8123808d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Fines</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary may impose a fine not to exceed $27,500 on an institution of higher education for failure to provide the information described in this subsection in a timely or accurate manner.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8123808e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/a/4"><num value="4" class="bold">(4)</num><heading class="bold"> Special rule</heading><content><p style="-uslm-lc:I12" class="indent1">In the case of an institution of higher education that conducts a traditional teacher preparation program or alternative routes to State certification or licensure program and has fewer than 10 scores reported on any single initial teacher certification or licensure assessment during an academic year, the institution shall collect and publish information, as required under paragraph (1)(B), with respect to an average pass rate and scaled score on each State certification or licensure assessment taken over a three-year period.</p>
</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8123808f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b"><num value="b" class="bold">(b)</num><heading class="bold"> State report card on the quality of teacher preparation</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id81238090-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I12" class="indent1">Each State that receives funds under this chapter shall provide to the Secretary, and make widely available to the general public, in a uniform and comprehensible manner that conforms with the definitions and methods established by the Secretary, an annual State report card on the quality of teacher preparation in the State, both for traditional teacher preparation programs and for alternative routes to State certification or licensure programs, which shall include not less than the following:</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id81238091-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/A"><num value="A">(A)</num><content> A description of the reliability and validity of the teacher certification and licensure assessments, and any other certification and licensure requirements, used by the State.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id81238092-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/B"><num value="B">(B)</num><content> The standards and criteria that prospective teachers must meet to attain initial teacher certification or licensure and to be certified or licensed to teach particular academic subjects, areas, or grades within the State.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id81238093-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/C"><num value="C">(C)</num><content> A description of how the assessments and requirements described in subparagraph (A) are aligned with the challenging State academic standards required under <ref href="/us/usc/t20/s6311/b/1">section 6311(b)(1) of this title</ref> and, as applicable, State early learning standards for early childhood education programs.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id81238094-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/D"><num value="D">(D)</num><chapeau> For each of the assessments used by the State for teacher certification or licensure—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id81238095-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/D/i"><num value="i">(i)</num><content> for each institution of higher education located in the State and each entity located in the State, including those that offer an alternative route for teacher certification or licensure, the percentage of students at such institution or entity who have completed 100 percent of the nonclinical coursework and taken the assessment who pass such assessment;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id81238096-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/D/ii"><num value="ii">(ii)</num><content> the percentage of all such students at all such institutions and entities who have taken the assessment who pass such assessment;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id81238097-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/D/iii"><num value="iii">(iii)</num><content> the percentage of students who have taken the assessment who enrolled in and completed a teacher preparation program; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id81238098-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/D/iv"><num value="iv">(iv)</num><content> the average scaled score of individuals participating in such a program, or who have completed such a program during the two-year period preceding the first year for which the annual State report card is provided, who took each such assessment.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id81238099-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/E"><num value="E">(E)</num><chapeau> A description of alternative routes to teacher certification or licensure in the State (including any such routes operated by entities that are not institutions of higher education), if any, including, for each of the assessments used by the State for teacher certification or licensure—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id8123809a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/E/i"><num value="i">(i)</num><content> the percentage of individuals participating in such routes, or who have completed such routes during the two-year period preceding the date for which the determination is made, who passed each such assessment; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8123809b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/E/ii"><num value="ii">(ii)</num><content> the average scaled score of individuals participating in such routes, or who have completed such routes during the two-year period preceding the first year for which the annual State report card is provided, who took each such assessment.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8123809c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/F"><num value="F">(F)</num><content> A description of the State’s criteria for assessing the performance of teacher preparation programs within institutions of higher education in the State. Such criteria shall include indicators of the academic content knowledge and teaching skills of students enrolled in such programs.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8123809d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/G"><num value="G">(G)</num><chapeau> For each teacher preparation program in the State—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id8123809e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/G/i"><num value="i">(i)</num><content> the criteria for admission into the program;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8123809f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/G/ii"><num value="ii">(ii)</num><content> the number of students in the program, disaggregated by race, ethnicity, and gender (except that such disaggregation shall not be required in a case in which the number of students in a category is insufficient to yield statistically reliable information or the results would reveal personally identifiable information about an individual student);</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id812380a0-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/G/iii"><num value="iii">(iii)</num><content> the average number of hours of supervised clinical experience required for those in the program; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id812380a1-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/G/iv"><num value="iv">(iv)</num><content> the number of full-time equivalent faculty, adjunct faculty, and students in supervised clinical experience.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id812380a2-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/H"><num value="H">(H)</num><chapeau> For the State as a whole, and for each teacher preparation program in the State, the number of teachers prepared, in the aggregate and reported separately by—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id812380a3-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/H/i"><num value="i">(i)</num><content> area of certification or licensure;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id812380a4-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/H/ii"><num value="ii">(ii)</num><content> academic major; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id812380a5-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/H/iii"><num value="iii">(iii)</num><content> subject area for which the teacher has been prepared to teach.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id812380a6-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/I"><num value="I">(I)</num><content> A description of the extent to which teacher preparation programs are addressing shortages of teachers who meet the applicable State certification and licensure requirements, including any requirements for certification obtained through alternative routes to certification, or, with regard to special education teachers, the qualifications described in <ref href="/us/usc/t20/s1412/a/14/C">section 1412(a)(14)(C) of this title</ref>, by area of certification or licensure, subject, and specialty, in the State’s public schools.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id812380a7-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/J"><num value="J">(J)</num><content> The extent to which teacher preparation programs prepare teachers, including general education and special education teachers, to teach students with disabilities effectively, including training related to participation as a member of individualized education program teams, as defined in <ref href="/us/usc/t20/s1414/d/1/B">section 1414(d)(1)(B) of this title</ref>.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id812380a8-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/K"><num value="K">(K)</num><chapeau> A description of the activities that prepare teachers to—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id812380a9-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/K/i"><num value="i">(i)</num><content> integrate technology effectively into curricula and instruction, including activities consistent with the principles of universal design for learning; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id812380aa-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/K/ii"><num value="ii">(ii)</num><content> use technology effectively to collect, manage, and analyze data to improve teaching and learning for the purpose of increasing student academic achievement.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id812380ab-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/1/L"><num value="L">(L)</num><content> The extent to which teacher preparation programs prepare teachers, including general education and special education teachers, to effectively teach students who are limited English proficient.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id812380ac-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Prohibition against creating a national list</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall not create a national list or ranking of States, institutions, or schools using the scaled scores provided under this subsection.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id812380ad-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/c"><num value="c" class="bold">(c)</num><heading class="bold"> Data quality</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall prescribe regulations to ensure the reliability, validity, integrity, and accuracy of the data submitted pursuant to this section.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id812380ae-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/d"><num value="d" class="bold">(d)</num><heading class="bold"> Report of the Secretary on the quality of teacher preparation</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id812380af-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> Report card</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall annually provide to the authorizing committees, and publish and make widely available, a report card on teacher qualifications and preparation in the United States, including all the information reported in subparagraphs (A) through (L) of subsection (b)(1). Such report shall identify States for which eligible partnerships received a grant under this part.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id812380b0-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Report to Congress</heading><chapeau style="-uslm-lc:I12" class="indent1">The Secretary shall prepare and submit a report to the authorizing committees that contains the following:</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id812380b1-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/d/2/A"><num value="A">(A)</num><content> A comparison of States’ efforts to improve the quality of the current and future teaching force.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id812380b2-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/d/2/B"><num value="B">(B)</num><content> A comparison of eligible partnerships’ efforts to improve the quality of the current and future teaching force.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id812380b3-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/d/2/C"><num value="C">(C)</num><content> The national mean and median scaled scores and pass rate on any standardized test that is used in more than one State for teacher certification or licensure.</content>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id812380b4-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/d/3"><num value="3" class="bold">(3)</num><heading class="bold"> Special rule</heading><content><p style="-uslm-lc:I12" class="indent1">In the case of a teacher preparation program with fewer than ten scores reported on any single initial teacher certification or licensure assessment during an academic year, the Secretary shall collect and publish, and make publicly available, information with respect to an average pass rate and scaled score on each State certification or licensure assessment taken over a three-year period.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id812380b5-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1022d/e"><num value="e" class="bold">(e)</num><heading class="bold"> Coordination</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary, to the extent practicable, shall coordinate the information collected and published under this part among States for individuals who took State teacher certification or licensure assessments in a State other than the State in which the individual received the individual’s most recent degree.</p>
