<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8125ca2d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033"><num value="1033">§ 1033.</num><heading> Definitions</heading>
<chapeau style="-uslm-lc:I11" class="indent0">In this subpart:</chapeau><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8125ca2e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1"><num value="1" class="bold">(1)</num><heading class="bold"> Eligible institution</heading><chapeau style="-uslm-lc:I12" class="indent1">The term “eligible institution” means—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8125ca2f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/A"><num value="A">(A)</num><chapeau> an institution of higher education that has a teacher preparation program that is a qualified teacher preparation program and that is—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id8125ca30-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/A/i"><num value="i">(i)</num><content> a part B institution (as defined in <ref href="/us/usc/t20/s1061">section 1061 of this title</ref>);</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8125ca31-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/A/ii"><num value="ii">(ii)</num><content> a Hispanic-serving institution (as defined in <ref href="/us/usc/t20/s1101a">section 1101a of this title</ref>);</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8125ca32-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/A/iii"><num value="iii">(iii)</num><content> a Tribal College or University (as defined in <ref href="/us/usc/t20/s1059c">section 1059c of this title</ref>);</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8125ca33-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/A/iv"><num value="iv">(iv)</num><content> an Alaska Native-serving institution (as defined in <ref href="/us/usc/t20/s1059d/b">section 1059d(b) of this title</ref>);</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8125ca34-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/A/v"><num value="v">(v)</num><content> a Native Hawaiian-serving institution (as defined in <ref href="/us/usc/t20/s1059d/b">section 1059d(b) of this title</ref>);</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8125ca35-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/A/vi"><num value="vi">(vi)</num><content> a Predominantly Black Institution (as defined in <ref href="/us/usc/t20/s1059e">section 1059e of this title</ref>);</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8125ca36-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/A/vii"><num value="vii">(vii)</num><content> an Asian American and Native American Pacific Islander-serving institution (as defined in <ref href="/us/usc/t20/s1059g/b">section 1059g(b) of this title</ref>); or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8125ca37-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/A/viii"><num value="viii">(viii)</num><content> a Native American-serving, nontribal institution (as defined in <ref href="/us/usc/t20/s1059f">section 1059f of this title</ref>);</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8125ca38-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/B"><num value="B">(B)</num><content> a consortium of institutions described in subparagraph (A); or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8125ca39-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/1/C"><num value="C">(C)</num><content> an institution described in subparagraph (A), or a consortium described in subparagraph (B), in partnership with any other institution of higher education, but only if the center of excellence established under <ref href="/us/usc/t20/s1033a">section 1033a of this title</ref> is located at an institution described in subparagraph (A).</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8125ca3a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/2"><num value="2" class="bold">(2)</num><heading class="bold"> Scientifically based reading research</heading><chapeau style="-uslm-lc:I12" class="indent1">The term “scientifically based reading research”—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8125ca3b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/2/A"><num value="A">(A)</num><content> means research that applies rigorous, systemic, and objective procedures to obtain valid knowledge relevant to reading development, reading instruction, and reading difficulties; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8125ca3c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/2/B"><num value="B">(B)</num><chapeau> includes research that—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id8125ca3d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/2/B/i"><num value="i">(i)</num><content> employs systemic, empirical methods that draw on observation or experiment;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8125ca3e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/2/B/ii"><num value="ii">(ii)</num><content> involves rigorous data analyses that are adequate to test the stated hypotheses and justify the general conclusions drawn;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8125ca3f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/2/B/iii"><num value="iii">(iii)</num><content> relies on measurements or observational methods that provide valid data across evaluators and observers and across multiple measurements and observations; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8125ca40-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1033/2/B/iv"><num value="iv">(iv)</num><content> has been accepted by a peer-reviewed journal or approved by a panel of independent experts through a comparably rigorous, objective, and scientific review.</content>
