<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8138dcd3-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b"><num value="1067b">§ 1067b.</num><heading> Grant recipient selection</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8138dcd4-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/a"><num value="a" class="bold">(a)</num><heading class="bold"> Establishment of criteria</heading><content><p style="-uslm-lc:I11" class="indent0">Grants under this subpart shall be awarded on the basis of criteria established by the Secretary by regulations.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8138dcd5-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/b"><num value="b" class="bold">(b)</num><heading class="bold"> Priorities to be given in criteria</heading><content><p style="-uslm-lc:I11" class="indent0">In establishing criteria under subsection (a), the Secretary shall give priority to applicants which have not previously received funding from the Minority Institutions Science Improvement Program and to previous grantees with a proven record of success, as well as to applications that contribute to achieving balance among projects with respect to geographic region, academic discipline, and project type.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8138dcd6-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c"><num value="c" class="bold">(c)</num><heading class="bold"> Required criteria</heading><chapeau style="-uslm-lc:I11" class="indent0">In establishing criteria under subsection (a), the Secretary may consider the following selection criteria in making grants:</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8138dcd7-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c/1"><num value="1">(1)</num><content> plan of operation;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8138dcd8-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c/2"><num value="2">(2)</num><content> quality of key personnel;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8138dcd9-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c/3"><num value="3">(3)</num><content> budget and cost effectiveness;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8138dcda-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c/4"><num value="4">(4)</num><content> evaluation plan;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8138dcdb-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c/5"><num value="5">(5)</num><content> adequacy of resources;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8138dcdc-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c/6"><num value="6">(6)</num><content> identification of need for the project;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8138dcdd-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c/7"><num value="7">(7)</num><content> potential institutional impact of the project;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8138dcde-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c/8"><num value="8">(8)</num><content> institutional commitment to the project;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8138dcdf-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c/9"><num value="9">(9)</num><content> expected outcomes; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8138dce0-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1067b/c/10"><num value="10">(10)</num><content> scientific and educational value of the proposed project.</content>
