<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id6c1031c0-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s1087a"><num value="1087a">§ 1087a.</num><heading> Program authority</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6c1031c1-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s1087a/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">There are hereby made available, in accordance with the provisions of this part, such sums as may be necessary (1) to make loans to all eligible students (and the eligible parents of such students) in attendance at participating institutions of higher education selected by the Secretary, to enable such students to pursue their courses of study at such institutions during the period beginning <date date="1994-07-01">July 1, 1994</date>; and (2) for purchasing loans under <ref href="/us/usc/t20/s1087i–1">section 1087i–1 of this title</ref>. Loans made under this part shall be made by participating institutions, or consortia thereof, that have agreements with the Secretary to originate loans, or by alternative originators designated by the Secretary to make loans for students in attendance at participating institutions (and their parents).</p>

Ford Federal Direct Loan Program”.</p>

<subsection style="-uslm-lc:I21" class="indent0"><num value="b">“(b)</num><heading> <inline class="small-caps">Conversion of Existing Loans</inline>.—</heading><chapeau>Institutions may, after <date date="1992-07-01">July 1, 1992</date>, convert all outstanding loans made under part D of title IV of the Higher Education Act of 1965 [<ref href="/us/usc/t20/s1087a">20 U.S.C. 1087a</ref> et seq.] (as such Act was in effect on such date) to part E [<ref href="/us/usc/t20/s1087aa">20 U.S.C. 1087aa</ref> et seq.] loans, provided that such institution—</chapeau><paragraph style="-uslm-lc:I22" class="indent1"><num value="1">“(1)</num><content> notify the borrower of such conversion;</content>
</paragraph>
<paragraph style="-uslm-lc:I22" class="indent1"><num value="2">“(2)</num><content> obtain a signed part E promissory note from the borrower for the remaining amount outstanding; and</content>
</paragraph>
<paragraph style="-uslm-lc:I22" class="indent1"><num value="3">“(3)</num><content> provide the borrower in writing with a description of all terms and conditions of the new loan.”</content>
