Not later than 6 months after <date date=\"1998-10-07\">October 7, 1998</date>, the Secretary and the Secretary of Veterans Affairs jointly shall report to Congress on the progress made in developing and implementing the procedure.</p>\n</content><sourceCredit id=\"id6c365788-d2f2-11e9-aa7d-f436298d01bb\">(<ref href=\"/us/pl/89/329/tIV/s493B\">Pub.
