<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8233425f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122"><num value="1122">§ 1122.</num><heading> Graduate and undergraduate language and area centers and programs</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82334260-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a"><num value="a" class="bold">(a)</num><heading class="bold"> National language and area centers and programs authorized</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id82334261-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> Centers and programs</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id82334262-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/1/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I13" class="indent2">The Secretary is authorized to make grants to institutions of higher education or consortia of such institutions for the purpose of establishing, strengthening, and operating—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id82334263-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/1/A/i"><num value="i">(i)</num><content> comprehensive foreign language and area or international studies centers and programs; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id82334264-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/1/A/ii"><num value="ii">(ii)</num><content> a diverse network of undergraduate foreign language and area or international studies centers and programs.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id82334265-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/1/B"><num value="B" class="bold">(B)</num><heading class="bold"> National resources</heading><chapeau style="-uslm-lc:I13" class="indent2">The centers and programs referred to in paragraph (1) shall be national resources for—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id82334266-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/1/B/i"><num value="i">(i)</num><content> teaching of any modern foreign language;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id82334267-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/1/B/ii"><num value="ii">(ii)</num><content> instruction in fields needed to provide full understanding of areas, regions, or countries in which such language is commonly used;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id82334268-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/1/B/iii"><num value="iii">(iii)</num><content> research and training in international studies, and the international and foreign language aspects of professional and other fields of study; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id82334269-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/1/B/iv"><num value="iv">(iv)</num><content> instruction and research on issues in world affairs that concern one or more countries.</content>

</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8233426a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Authorized activities</heading><chapeau style="-uslm-lc:I12" class="indent1">Any such grant may be used to pay all or part of the cost of establishing or operating a center or program, including the cost of—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8233426b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2/A"><num value="A">(A)</num><content> teaching and research materials;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8233426c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2/B"><num value="B">(B)</num><content> curriculum planning and development;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8233426d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2/C"><num value="C">(C)</num><content> establishing and maintaining linkages with overseas institutions of higher education and other organizations that may contribute to the teaching and research of the center or program;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8233426e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2/D"><num value="D">(D)</num><content> bringing visiting scholars and faculty to the center to teach or to conduct research;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8233426f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2/E"><num value="E">(E)</num><content> professional development of the center’s faculty and staff;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82334270-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2/F"><num value="F">(F)</num><content> projects conducted in cooperation with other centers addressing themes of world regional, cross-regional, international, or global importance;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82334271-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2/G"><num value="G">(G)</num><content> summer institutes in the United States or abroad designed to provide language and area training in the center’s field or topic;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82334272-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2/H"><num value="H">(H)</num><content> support for faculty, staff, and student travel in foreign areas, regions, or countries, and for the development and support of educational programs abroad for students;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82334273-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2/I"><num value="I">(I)</num><content> supporting instructors of the less commonly taught languages; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82334274-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/2/J"><num value="J">(J)</num><content> projects that support students in the science, technology, engineering, and mathematics fields to achieve foreign language proficiency.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id82334275-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Grants to maintain library collections</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary may make grants to centers described in paragraph (1) having important library collections, as determined by the Secretary, for the maintenance of such collections.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id82334276-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/4"><num value="4" class="bold">(4)</num><heading class="bold"> Outreach grants and summer institutes</heading><chapeau style="-uslm-lc:I12" class="indent1">The Secretary may make additional grants to centers described in paragraph (1) for any one or more of the following purposes:</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id82334277-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/4/A"><num value="A">(A)</num><content> Programs of linkage or outreach between foreign language, area studies, or other international fields, and professional schools and colleges.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82334278-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/4/B"><num value="B">(B)</num><content> Programs of linkage or outreach with 2- and 4-year colleges and universities.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82334279-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/4/C"><num value="C">(C)</num><chapeau> Programs of linkage or outreach between or among—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id8233427a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/4/C/i"><num value="i">(i)</num><content> postsecondary programs or departments in foreign language, area studies, or other international fields; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8233427b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/4/C/ii"><num value="ii">(ii)</num><content> State educational agencies or local educational agencies.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8233427c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/4/D"><num value="D">(D)</num><content> Partnerships or programs of linkage and outreach with departments or agencies of Federal and State governments, including Federal or State scholarship programs for students in related areas.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8233427d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/4/E"><num value="E">(E)</num><content> Programs of linkage or outreach with the news media, business, professional, or trade associations.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8233427e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/a/4/F"><num value="F">(F)</num><content> Summer institutes in area studies, foreign language, and other international fields designed to carry out the programs described in subparagraphs (A), (B), (D), and (E).</content>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8233427f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b"><num value="b" class="bold">(b)</num><heading class="bold"> Fellowships for foreign language and area or international studies</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id82334280-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary is authorized to make grants to institutions of higher education or combinations of such institutions for the purpose of paying stipends to individuals undergoing advanced training in any center or program approved by the Secretary.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id82334281-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Eligible students</heading><chapeau style="-uslm-lc:I12" class="indent1">A student receiving a stipend described in paragraph (1) shall be engaged—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id82334282-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b/2/A"><num value="A">(A)</num><content> in an instructional program with stated performance goals for functional foreign language use or in a program developing such performance goals, in combination with area studies, international studies, or the international aspects of a professional studies program; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82334283-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b/2/B"><num value="B">(B)</num><clause style="-uslm-lc:I13" class="indent2" id="id82334284-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b/2/B/i"><num value="i">(i)</num><content> in the case of an undergraduate student, in the intermediate or advanced study of a less commonly taught language; or</content>
</clause>
<clause style="-uslm-lc:I13" class="indent2" id="id82334285-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b/2/B/ii"><num value="ii">(ii)</num><chapeau> in the case of a graduate student, in graduate study in connection with a program described in subparagraph (A), including—</chapeau><subclause style="-uslm-lc:I14" class="indent3" id="id82334286-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b/2/B/ii/I"><num value="I">(I)</num><content> predissertation level study;</content>
</subclause>
<subclause style="-uslm-lc:I14" class="indent3" id="id82334287-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b/2/B/ii/II"><num value="II">(II)</num><content> preparation for dissertation research;</content>
</subclause>
<subclause style="-uslm-lc:I14" class="indent3" id="id82334288-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b/2/B/ii/III"><num value="III">(III)</num><content> dissertation research abroad; or</content>
</subclause>
<subclause style="-uslm-lc:I14" class="indent3" id="id82334289-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/b/2/B/ii/IV"><num value="IV">(IV)</num><content> dissertation writing.</content>
</subclause>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8233428a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/c"><num value="c" class="bold">(c)</num><heading class="bold"> Special rule with respect to travel</heading><content><p style="-uslm-lc:I11" class="indent0">No funds may be expended under this part for undergraduate travel except in accordance with rules prescribed by the Secretary setting forth policies and procedures to assure that Federal funds made available for such travel are expended as part of a formal program of supervised study.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8233428b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/d"><num value="d" class="bold">(d)</num><heading class="bold"> Allowances</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8233428c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> Graduate level recipients</heading><content><p style="-uslm-lc:I12" class="indent1">A stipend awarded to a graduate level recipient may include allowances for dependents and for travel for research and study in the United States and abroad.</p>
</content>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8233428d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Undergraduate level recipients</heading><chapeau style="-uslm-lc:I12" class="indent1">A stipend awarded to an undergraduate level recipient may include an allowance for educational programs in the United States or educational programs abroad that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8233428e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/d/2/A"><num value="A">(A)</num><content> are closely linked to the overall goals of the recipient’s course of study; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8233428f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/d/2/B"><num value="B">(B)</num><content> have the purpose of promoting foreign language fluency and knowledge of foreign cultures.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82334290-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/e"><num value="e" class="bold">(e)</num><heading class="bold"> Application</heading><chapeau style="-uslm-lc:I11" class="indent0">Each institution of higher education or consortium of such institutions desiring a grant under this section shall submit an application to the Secretary at such time, in such manner, and accompanied by such information and assurances as the Secretary may require. Each such application shall include—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id82334291-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/e/1"><num value="1">(1)</num><content> an explanation of how the activities funded by the grant will reflect diverse perspectives and a wide range of views and generate debate on world regions and international affairs; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82334292-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1122/e/2"><num value="2">(2)</num><content> a description of how the applicant will encourage government service in areas of national need, as identified by the Secretary, as well as in areas of need in the education, business, and nonprofit sectors.</content>
