<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8235b3ef-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126"><num value="1126">§ 1126.</num><heading> Technological innovation and cooperation for foreign information access</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8235b3f0-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/a"><num value="a" class="bold">(a)</num><heading class="bold"> Authority</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8235b3f1-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary is authorized to make grants to institutions of higher education, public or nonprofit private libraries, or partnerships between such institutions and other such institutions, libraries, or nonprofit educational organizations, to develop innovative techniques or programs using electronic technologies to collect, organize, preserve, and widely disseminate information from foreign sources on world regions and countries other than the United States that address our Nation’s teaching and research needs in international education and foreign languages.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8235b3f2-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Grant recipients</heading><chapeau style="-uslm-lc:I12" class="indent1">The Secretary may award grants under this section to carry out the activities authorized under this section to the following:</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8235b3f3-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/a/2/A"><num value="A">(A)</num><content> An institution of higher education.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8235b3f4-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/a/2/B"><num value="B">(B)</num><content> A public or nonprofit private library.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8235b3f5-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/a/2/C"><num value="C">(C)</num><chapeau> A partnership of an institution of higher education and one or more of the following:</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id8235b3f6-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/a/2/C/i"><num value="i">(i)</num><content> Another institution of higher education.</content>

<clause style="-uslm-lc:I14" class="indent3" id="id8235b3f7-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/a/2/C/ii"><num value="ii">(ii)</num><content> A library.</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id8235b3f8-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/a/2/C/iii"><num value="iii">(iii)</num><content> A nonprofit educational organization.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8235b3f9-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b"><num value="b" class="bold">(b)</num><heading class="bold"> Authorized activities</heading><chapeau style="-uslm-lc:I11" class="indent0">Grants under this section may be used—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8235b3fa-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/1"><num value="1">(1)</num><content> to acquire, facilitate access to, or preserve foreign information resources in print or electronic forms;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b3fb-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/2"><num value="2">(2)</num><content> to develop new means of immediate, full-text document delivery for information and scholarship from abroad;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b3fc-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/3"><num value="3">(3)</num><content> to develop new means of or standards for shared electronic access to international data;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b3fd-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/4"><num value="4">(4)</num><content> to support collaborative projects of indexing, cataloging, and other means of bibliographic access for scholars to important research materials published or distributed outside the United States;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b3fe-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/5"><num value="5">(5)</num><content> to develop methods for the wide dissemination of resources written in non-Roman language alphabets;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b3ff-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/6"><num value="6">(6)</num><content> to assist teachers of less commonly taught languages in acquiring, via electronic and other means, materials suitable for classroom use;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b400-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/7"><num value="7">(7)</num><content> to promote collaborative technology based projects in foreign languages, area studies, and international studies among grant recipients under this subchapter;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b401-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/8"><num value="8">(8)</num><chapeau> to establish linkages to facilitate carrying out the activities described in this subsection between—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8235b402-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/8/A"><num value="A">(A)</num><content> the institutions of higher education, libraries, and partnerships receiving grants under this section; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8235b403-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/8/B"><num value="B">(B)</num><content> institutions of higher education, nonprofit educational organizations, and libraries overseas; and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b404-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/b/9"><num value="9">(9)</num><content> to carry out other activities that the Secretary determines are consistent with the purpose of the grants awarded under this section.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8235b405-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/c"><num value="c" class="bold">(c)</num><heading class="bold"> Application</heading><content><p style="-uslm-lc:I11" class="indent0">Each institution of higher education, library, or partnership desiring a grant under this section shall submit an application to the Secretary at such time, in such manner, and accompanied by such information and assurances as the Secretary may reasonably require.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8235b406-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1126/d"><num value="d" class="bold">(d)</num><heading class="bold"> Match required</heading><content><p style="-uslm-lc:I11" class="indent0">The Federal share of the total cost of carrying out a program supported by a grant under this section shall not be more than 66⅔ percent. The non-Federal share of such cost may be provided either in-kind or in cash, and may include contributions from private sector corporations or foundations.</p>
