<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8235b41c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a"><num value="1128a">§ 1128a.</num><heading> American overseas research centers</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8235b41d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/a"><num value="a" class="bold">(a)</num><heading class="bold"> Centers authorized</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary is authorized to make grants to and enter into contracts with any American overseas research center that is a consortium of institutions of higher education (hereafter in this section referred to as a “center”) to enable such center to promote postgraduate research, exchanges and area studies.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8235b41e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/b"><num value="b" class="bold">(b)</num><heading class="bold"> Use of grants</heading><chapeau style="-uslm-lc:I11" class="indent0">Grants made and contracts entered into pursuant to this section may be used to pay all or a portion of the cost of establishing or operating a center or program, including—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8235b41f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/b/1"><num value="1">(1)</num><content> the cost of faculty and staff stipends and salaries;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b420-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/b/2"><num value="2">(2)</num><content> the cost of faculty, staff, and student travel;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b421-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/b/3"><num value="3">(3)</num><content> the cost of the operation and maintenance of overseas facilities;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b422-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/b/4"><num value="4">(4)</num><content> the cost of teaching and research materials;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b423-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/b/5"><num value="5">(5)</num><content> the cost of acquisition, maintenance, and preservation of library collections;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b424-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/b/6"><num value="6">(6)</num><content> the cost of bringing visiting scholars and faculty to a center to teach or to conduct research;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b425-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/b/7"><num value="7">(7)</num><content> the cost of organizing and managing conferences; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b426-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/b/8"><num value="8">(8)</num><content> the cost of publication and dissemination of material for the scholarly and general public.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8235b427-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/c"><num value="c" class="bold">(c)</num><heading class="bold"> Limitation</heading><chapeau style="-uslm-lc:I11" class="indent0">The Secretary shall only award grants to and enter into contracts with centers under this section that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8235b428-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/c/1"><num value="1">(1)</num><content> receive more than 50 percent of their funding from public or private United States sources;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b429-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/c/2"><num value="2">(2)</num><content> have a permanent presence in the country in which the center is located; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8235b42a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/c/3"><num value="3">(3)</num><content> are organizations described in <ref href="/us/usc/t26/s501/c/3">section 501(c)(3) of title 26</ref> which are exempt from taxation under section 501(a) of such title.</content>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8235b42b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/d"><num value="d" class="bold">(d)</num><heading class="bold"> Development grants</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary is authorized to make grants for the establishment of new centers. The grants may be used to fund activities that, within 1 year, will result in the creation of a center described in subsection (c).</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8235b42c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1128a/e"><num value="e" class="bold">(e)</num><heading class="bold"> Application</heading><content><p style="-uslm-lc:I11" class="indent0">Each center desiring to receive a grant or contract under this section shall submit an application to the Secretary at such time, in such manner, and accompanied by such information and assurances as the Secretary may require.</p>
