L. 108–446, title I, § 101, Dec. 3, 2004, 118 Stat. 2744.)","seq_in_title":912,"parent_identifier":"/us/usc/t20/ch33/schIII","ancestors":[{"identifier":"/us/usc/t20","level":"title","num":"Title 20—","heading":"EDUCATION","status":null,"is_section":false},{"identifier":"/us/usc/t20/ch33","level":"chapter","num":"CHAPTER 33—","heading":"EDUCATION OF INDIVIDUALS WITH DISABILITIES","status":null,"is_section":false},{"identifier":"/us/usc/t20/ch33/schIII","level":"subchapter","num":"SUBCHAPTER III—","heading":"INFANTS AND TODDLERS WITH DISABILITIES","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id8299cd45-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431\"><num value=\"1431\">§ 1431.</num><heading> Findings and policy</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id8299cd46-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Findings</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">Congress finds that there is an urgent and substantial need—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8299cd47-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/a/1\"><num value=\"1\">(1)</num><content> to enhance the development of infants and toddlers with disabilities, to minimize their potential for developmental delay, and to recognize the significant brain development that occurs during a child’s first 3 years of life;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8299cd48-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/a/2\"><num value=\"2\">(2)</num><content> to reduce the educational costs to our society, including our Nation’s schools, by minimizing the need for special education and related services after infants and toddlers with disabilities reach school age;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8299cd49-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/a/3\"><num value=\"3\">(3)</num><content> to maximize the potential for individuals with disabilities to live independently in society;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8299cd4a-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/a/4\"><num value=\"4\">(4)</num><content> to enhance the capacity of families to meet the special needs of their infants and toddlers with disabilities; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8299cd4b-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/a/5\"><num value=\"5\">(5)</num><content> to enhance the capacity of State and local agencies and service providers to identify, evaluate, and meet the needs of all children, particularly minority, low-income, inner city, and rural children, and infants and toddlers in foster care.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id8299cd4c-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Policy</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">It is the policy of the United States to provide financial assistance to States—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8299cd4d-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/b/1\"><num value=\"1\">(1)</num><content> to develop and implement a statewide, comprehensive, coordinated, multidisciplinary, interagency system that provides early intervention services for infants and toddlers with disabilities and their families;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8299cd4e-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/b/2\"><num value=\"2\">(2)</num><content> to facilitate the coordination of payment for early intervention services from Federal, State, local, and private sources (including public and private insurance coverage);</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8299cd4f-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/b/3\"><num value=\"3\">(3)</num><content> to enhance State capacity to provide quality early intervention services and expand and improve existing early intervention services being provided to infants and toddlers with disabilities and their families; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id8299cd50-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1431/b/4\"><num value=\"4\">(4)</num><content> to encourage States to expand opportunities for children under 3 years of age who would be at risk of having substantial developmental delay if they did not receive early intervention services.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id8299cd51-3b28-11eb-8459-b1d1037aec5b\">(<ref href=\"/us/pl/91/230/tVI/s631\">Pub.
