value=\"1454\">§ 1454.</num><heading> Use of funds</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82a0f80d-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Professional development activities</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">A State educational agency that receives a grant under this part shall use the grant funds to support activities in accordance with the State’s plan described in <ref href=\"/us/usc/t20/s1453\">section 1453 of this title</ref>, including 1 or more of the following:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f80e-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/1\"><num value=\"1\">(1)</num><chapeau> Carrying out programs that provide support to both special education and regular education teachers of children with disabilities and principals, such as programs that—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f80f-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/1/A\"><num value=\"A\">(A)</num><content> provide teacher mentoring, team teaching, reduced class schedules and case loads, and intensive professional development;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f810-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/1/B\"><num value=\"B\">(B)</num><content> use standards or assessments for guiding beginning teachers that are consistent with challenging State academic achievement standards and with the requirements for professional development, as defined in <ref href=\"/us/usc/t20/s7801\">section 7801 of this title</ref>; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f811-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/1/C\"><num value=\"C\">(C)</num><content> encourage collaborative and consultative models of providing early intervention, special education, and related services.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f812-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/2\"><num value=\"2\">(2)</num><chapeau> Encouraging and supporting the training of special education and regular education teachers and administrators to effectively use and integrate technology—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f813-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/2/A\"><num value=\"A\">(A)</num><content> into curricula and instruction, including training to improve the ability to collect, manage, and analyze data to improve teaching, decisionmaking, school improvement efforts, and accountability;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f814-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/2/B\"><num value=\"B\">(B)</num><content> to enhance learning by children with disabilities; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f815-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/2/C\"><num value=\"C\">(C)</num><content> to effectively communicate with parents.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f816-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3\"><num value=\"3\">(3)</num><chapeau> Providing professional development activities that—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f817-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/A\"><num value=\"A\">(A)</num><chapeau> improve the knowledge of special education and regular education teachers concerning—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id82a0f818-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/A/i\"><num value=\"i\">(i)</num><content> the academic and developmental or functional needs of students with disabilities; or</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id82a0f819-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/A/ii\"><num value=\"ii\">(ii)</num><content> effective instructional strategies, methods, and skills, and the use of State academic content standards and student academic achievement and functional standards, and State assessments, to improve teaching practices and student academic achievement;</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f81a-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B\"><num value=\"B\">(B)</num><chapeau> improve the knowledge of special education and regular education teachers and principals and, in appropriate cases, paraprofessionals, concerning effective instructional practices, and that—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id82a0f81b-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/i\"><num value=\"i\">(i)</num><content> provide training in how to teach and address the needs of children with different learning styles and children who are limited English proficient;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id82a0f81c-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/ii\"><num value=\"ii\">(ii)</num><content> involve collaborative groups of teachers, administrators, and, in appropriate cases, related services personnel;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id82a0f81d-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/iii\"><num value=\"iii\">(iii)</num><chapeau> provide training in methods of—</chapeau><subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id82a0f81e-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/iii/I\"><num value=\"I\">(I)</num><content> positive behavioral interventions and supports to improve student behavior in the classroom;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id82a0f81f-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/iii/II\"><num value=\"II\">(II)</num><content> scientifically based reading instruction, including early literacy instruction;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id82a0f820-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/iii/III\"><num value=\"III\">(III)</num><content> early and appropriate interventions to identify and help children with disabilities;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id82a0f821-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/iii/IV\"><num value=\"IV\">(IV)</num><content> effective instruction for children with low incidence disabilities;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id82a0f822-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/iii/V\"><num value=\"V\">(V)</num><content> successful transitioning to postsecondary opportunities; and</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id82a0f823-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/iii/VI\"><num value=\"VI\">(VI)</num><content> using classroom-based techniques to assist children prior to referral for special education;</content>\n</subclause>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id82a0f824-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/iv\"><num value=\"iv\">(iv)</num><content> provide training to enable personnel to work with and involve parents in their child’s education, including parents of low income and limited English proficient children with disabilities;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id82a0f825-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/v\"><num value=\"v\">(v)</num><content> provide training for special education personnel and regular education personnel in planning, developing, and implementing effective and appropriate IEPs; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id82a0f826-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/B/vi\"><num value=\"vi\">(vi)</num><content> provide training to meet the needs of students with significant health, mobility, or behavioral needs prior to serving such students;</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f827-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/C\"><num value=\"C\">(C)</num><content> train administrators, principals, and other relevant school personnel in conducting effective IEP meetings; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f828-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/3/D\"><num value=\"D\">(D)</num><content> train early intervention, preschool, and related services providers, and other relevant school personnel, in conducting effective individualized family service plan (IFSP) meetings.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f829-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/4\"><num value=\"4\">(4)</num><chapeau> Developing and implementing initiatives to promote the recruitment and retention of special education teachers who meet the qualifications described in <ref href=\"/us/usc/t20/s1412/a/14/C\">section 1412(a)(14)(C) of this title</ref>, particularly initiatives that have been proven effective in recruiting and retaining teachers, including programs that provide—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f82a-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/4/A\"><num value=\"A\">(A)</num><content> teacher mentoring from exemplary special education teachers, principals, or superintendents;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f82b-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/4/B\"><num value=\"B\">(B)</num><content> induction and support for special education teachers during their first 3 years of employment as teachers; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f82c-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/4/C\"><num value=\"C\">(C)</num><content> incentives, including financial incentives, to retain special education teachers who have a record of success in helping students with disabilities.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f82d-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/5\"><num value=\"5\">(5)</num><chapeau> Carrying out programs and activities that are designed to improve the quality of personnel who serve children with disabilities, such as—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f82e-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/5/A\"><num value=\"A\">(A)</num><content> innovative professional development programs (which may be provided through partnerships that include institutions of higher education), including programs that train teachers and principals to integrate technology into curricula and instruction to improve teaching, learning, and technology literacy, which professional development shall be consistent with the definition of professional development in <ref href=\"/us/usc/t20/s7801\">section 7801 of this title</ref>; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f82f-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/5/B\"><num value=\"B\">(B)</num><content> the development and use of proven, cost effective strategies for the implementation of professional development activities, such as through the use of technology and distance learning.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f830-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/6\"><num value=\"6\">(6)</num><chapeau> Carrying out programs and activities that are designed to improve the quality of early intervention personnel, including paraprofessionals and primary referral sources, such as—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f831-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/6/A\"><num value=\"A\">(A)</num><content> professional development programs to improve the delivery of early intervention services;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f832-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/6/B\"><num value=\"B\">(B)</num><content> initiatives to promote the recruitment and retention of early intervention personnel; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f833-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/a/6/C\"><num value=\"C\">(C)</num><content> interagency activities to ensure that early intervention personnel are adequately prepared and trained.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82a0f834-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Other activities</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">A State educational agency that receives a grant under this part shall use the grant funds to support activities in accordance with the State’s plan described in <ref href=\"/us/usc/t20/s1453\">section 1453 of this title</ref>, including 1 or more of the following:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f835-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/1\"><num value=\"1\">(1)</num><chapeau> Reforming special education and regular education teacher certification (including recertification) or licensing requirements to ensure that—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f836-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/1/A\"><num value=\"A\">(A)</num><chapeau> special education and regular education teachers have—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id82a0f837-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/1/A/i\"><num value=\"i\">(i)</num><content> the training and information necessary to address the full range of needs of children with disabilities across disability categories; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id82a0f838-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/1/A/ii\"><num value=\"ii\">(ii)</num><content> the necessary subject matter knowledge and teaching skills in the academic subjects that the teachers teach;</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f839-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/1/B\"><num value=\"B\">(B)</num><content> special education and regular education teacher certification (including recertification) or licensing requirements are aligned with challenging State academic content standards; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82a0f83a-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/1/C\"><num value=\"C\">(C)</num><content> special education and regular education teachers have the subject matter knowledge and teaching skills, including technology literacy, necessary to help students with disabilities meet challenging State student academic achievement and functional standards.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f83b-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/2\"><num value=\"2\">(2)</num><content> Programs that establish, expand, or improve alternative routes for State certification of special education teachers for individuals with a baccalaureate or master’s degree who meet the qualifications described in <ref href=\"/us/usc/t20/s1412/a/14/C\">section 1412(a)(14)(C) of this title</ref>, including mid-career professionals from other occupations, paraprofessionals, and recent college or university graduates with records of academic distinction who demonstrate the potential to become highly effective special education teachers.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f83c-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/3\"><num value=\"3\">(3)</num><content> Teacher advancement initiatives for special education teachers that promote professional growth and emphasize multiple career paths (such as paths to becoming a career teacher, mentor teacher, or exemplary teacher) and pay differentiation.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f83d-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/4\"><num value=\"4\">(4)</num><content> Developing and implementing mechanisms to assist local educational agencies and schools in effectively recruiting and retaining special education teachers who meet the qualifications described in <ref href=\"/us/usc/t20/s1412/a/14/C\">section 1412(a)(14)(C) of this title</ref>.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f83e-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/5\"><num value=\"5\">(5)</num><content> Reforming tenure systems, implementing teacher testing for subject matter knowledge, and implementing teacher testing for State certification or licensing, consistent with title II of the Higher Education Act of 1965 [<ref href=\"/us/usc/t20/s1021\">20 U.S.C. 1021</ref> et seq.].</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f83f-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/6\"><num value=\"6\">(6)</num><content> Funding projects to promote reciprocity of teacher certification or licensing between or among States for special education teachers, except that no reciprocity agreement developed under this paragraph or developed using funds provided under this part may lead to the weakening of any State teaching certification or licensing requirement.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f840-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/7\"><num value=\"7\">(7)</num><content> Assisting local educational agencies to serve children with disabilities through the development and use of proven, innovative strategies to deliver intensive professional development programs that are both cost effective and easily accessible, such as strategies that involve delivery through the use of technology, peer networks, and distance learning.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f841-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/8\"><num value=\"8\">(8)</num><content> Developing, or assisting local educational agencies in developing, merit based performance systems, and strategies that provide differential and bonus pay for special education teachers.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f842-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/9\"><num value=\"9\">(9)</num><content> Supporting activities that ensure that teachers are able to use challenging State academic content standards and student academic achievement and functional standards, and State assessments for all children with disabilities, to improve instructional practices and improve the academic achievement of children with disabilities.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f843-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/b/10\"><num value=\"10\">(10)</num><content> When applicable, coordinating with, and expanding centers established under, <ref href=\"/us/usc/t20/s6613/c/18\">section 6613(c)(18) of this title</ref> (as such section was in effect on the day before <date date=\"2015-12-10\">December 10, 2015</date>) to benefit special education teachers.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82a0f844-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Contracts and subgrants</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">A State educational agency that receives a grant under this part—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f845-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/c/1\"><num value=\"1\">(1)</num><content> shall award contracts or subgrants to local educational agencies, institutions of higher education, parent training and information centers, or community parent resource centers, as appropriate, to carry out its State plan under this part; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f846-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/c/2\"><num value=\"2\">(2)</num><content> may award contracts and subgrants to other public and private entities, including the lead agency under subchapter III, to carry out the State plan.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82a0f847-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Use of funds for professional development</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">A State educational agency that receives a grant under this part shall use—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f848-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/d/1\"><num value=\"1\">(1)</num><content> not less than 90 percent of the funds the State educational agency receives under the grant for any fiscal year for activities under subsection (a); and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82a0f849-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/d/2\"><num value=\"2\">(2)</num><content> not more than 10 percent of the funds the State educational agency receives under the grant for any fiscal year for activities under subsection (b).</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82a0f84a-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s1454/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Grants to outlying areas</heading><content><p
