<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id82a369d3-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463"><num value="1463">§ 1463.</num><heading> Technical assistance, demonstration projects, dissemination of information, and implementation of scientifically based research</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82a369d4-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall make competitive grants to, or enter into contracts or cooperative agreements with, eligible entities to provide technical assistance, support model demonstration projects, disseminate useful information, and implement activities that are supported by scientifically based research.</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82a369d5-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/b"><num value="b" class="bold">(b)</num><heading class="bold"> Required activities</heading><chapeau style="-uslm-lc:I11" class="indent0">Funds received under this section shall be used to support activities to improve services provided under this chapter, including the practices of professionals and others involved in providing such services to children with disabilities, that promote academic achievement and improve results for children with disabilities through—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id82a369d6-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/b/1"><num value="1">(1)</num><content> implementing effective strategies for addressing inappropriate behavior of students with disabilities in schools, including strategies to prevent children with emotional and behavioral problems from developing emotional disturbances that require the provision of special education and related services;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369d7-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/b/2"><num value="2">(2)</num><content> improving the alignment, compatibility, and development of valid and reliable assessments and alternate assessments for assessing student academic achievement, as described under <ref href="/us/usc/t20/s6311/b/2">section 6311(b)(2) of this title</ref>;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369d8-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/b/3"><num value="3">(3)</num><content> providing training for both regular education teachers and special education teachers to address the needs of students with different learning styles;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369d9-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/b/4"><num value="4">(4)</num><chapeau> disseminating information about innovative, effective, and efficient curricula designs, instructional approaches, and strategies, and identifying positive academic and social learning opportunities, that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id82a369da-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/b/4/A"><num value="A">(A)</num><content> provide effective transitions between educational settings or from school to post school settings; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82a369db-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/b/4/B"><num value="B">(B)</num><content> improve educational and transitional results at all levels of the educational system in which the activities are carried out and, in particular, that improve the progress of children with disabilities, as measured by assessments within the general education curriculum involved; and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369dc-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/b/5"><num value="5">(5)</num><content> applying scientifically based findings to facilitate systemic changes, related to the provision of services to children with disabilities, in policy, procedure, practice, and the training and use of personnel.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82a369dd-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c"><num value="c" class="bold">(c)</num><heading class="bold"> Authorized activities</heading><chapeau style="-uslm-lc:I11" class="indent0">Activities that may be carried out under this section include activities to improve services provided under this chapter, including the practices of professionals and others involved in providing such services to children with disabilities, that promote academic achievement and improve results for children with disabilities through—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id82a369de-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/1"><num value="1">(1)</num><content> applying and testing research findings in typical settings where children with disabilities receive services to determine the usefulness, effectiveness, and general applicability of such research findings in such areas as improving instructional methods, curricula, and tools, such as textbooks and media;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369df-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/2"><num value="2">(2)</num><content> supporting and promoting the coordination of early intervention and educational services for children with disabilities with services provided by health, rehabilitation, and social service agencies;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369e0-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/3"><num value="3">(3)</num><content> promoting improved alignment and compatibility of general and special education reforms concerned with curricular and instructional reform, and evaluation of such reforms;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369e1-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/4"><num value="4">(4)</num><content> enabling professionals, parents of children with disabilities, and other persons to learn about, and implement, the findings of scientifically based research, and successful practices developed in model demonstration projects, relating to the provision of services to children with disabilities;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369e2-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/5"><num value="5">(5)</num><content> conducting outreach, and disseminating information, relating to successful approaches to overcoming systemic barriers to the effective and efficient delivery of early intervention, educational, and transitional services to personnel who provide services to children with disabilities;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369e3-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/6"><num value="6">(6)</num><content> assisting States and local educational agencies with the process of planning systemic changes that will promote improved early intervention, educational, and transitional results for children with disabilities;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369e4-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/7"><num value="7">(7)</num><content> promoting change through a multistate or regional framework that benefits States, local educational agencies, and other participants in partnerships that are in the process of achieving systemic-change outcomes;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369e5-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/8"><num value="8">(8)</num><chapeau> focusing on the needs and issues that are specific to a population of children with disabilities, such as providing single-State and multi-State technical assistance and in-service training—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id82a369e6-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/8/A"><num value="A">(A)</num><content> to schools and agencies serving deaf-blind children and their families;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82a369e7-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/8/B"><num value="B">(B)</num><content> to programs and agencies serving other groups of children with low incidence disabilities and their families;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82a369e8-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/8/C"><num value="C">(C)</num><content> addressing the postsecondary education needs of individuals who are deaf or hard-of-hearing; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82a369e9-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/8/D"><num value="D">(D)</num><content> to schools and personnel providing special education and related services for children with autism spectrum disorders;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369ea-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/9"><num value="9">(9)</num><content> demonstrating models of personnel preparation to ensure appropriate placements and services for all students and to reduce disproportionality in eligibility, placement, and disciplinary actions for minority and limited English proficient children; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82a369eb-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/c/10"><num value="10">(10)</num><content> disseminating information on how to reduce inappropriate racial and ethnic disproportionalities identified under <ref href="/us/usc/t20/s1418">section 1418 of this title</ref>.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82a369ec-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/d"><num value="d" class="bold">(d)</num><heading class="bold"> Balance among activities and age ranges</heading><content><p style="-uslm-lc:I11" class="indent0">In carrying out this section, the Secretary shall ensure that there is an appropriate balance across all age ranges of children with disabilities.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82a369ed-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/e"><num value="e" class="bold">(e)</num><heading class="bold"> Linking States to information sources</heading><content><p style="-uslm-lc:I11" class="indent0">In carrying out this section, the Secretary shall support projects that link States to technical assistance resources, including special education and general education resources, and shall make research and related products available through libraries, electronic networks, parent training projects, and other information sources, including through the activities of the National Center for Education Evaluation and Regional Assistance established under part D of the Education Sciences Reform Act of 2002 [<ref href="/us/usc/t20/s9561">20 U.S.C. 9561</ref> et seq.].</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82a369ee-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/f"><num value="f" class="bold">(f)</num><heading class="bold"> Applications</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id82a369ef-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/f/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">An eligible entity that wishes to receive a grant, or enter into a contract or cooperative agreement, under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id82a369f0-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/f/2"><num value="2" class="bold">(2)</num><heading class="bold"> Standards</heading><content><p style="-uslm-lc:I12" class="indent1">To the maximum extent feasible, each eligible entity shall demonstrate that the project described in the eligible entity’s application is supported by scientifically valid research that has been carried out in accordance with the standards for the conduct and evaluation of all relevant research and development established by the National Center for Education Research.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id82a369f1-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1463/f/3"><num value="3" class="bold">(3)</num><heading class="bold"> Priority</heading><content><p style="-uslm-lc:I12" class="indent1">As appropriate, the Secretary shall give priority to applications that propose to serve teachers and school personnel directly in the school environment.</p>
