<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id82a824cb-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1701"><num value="1701">§ 1701.</num><heading> Congressional declaration of policy</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82a824cc-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1701/a"><num value="a" class="bold">(a)</num><heading class="bold"> Entitlement to equal educational opportunity; neighborhood as appropriate basis</heading><chapeau style="-uslm-lc:I11" class="indent0">The Congress declares it to be the policy of the United States that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id82a824cd-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1701/a/1"><num value="1">(1)</num><content> all children enrolled in public schools are entitled to equal educational opportunity without regard to race, color, sex, or national origin; and</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id82a824ce-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1701/a/2"><num value="2">(2)</num><content> the neighborhood is the appropriate basis for determining public school assignments.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82a824cf-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s1701/b"><num value="b" class="bold">(b)</num><heading class="bold"> Purpose</heading><content><p style="-uslm-lc:I11" class="indent0">In order to carry out this policy, it is the purpose of this subchapter to specify appropriate remedies for the orderly removal of the vestiges of the dual school system.</p>
