<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id82acdf77-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s2142"><num value="2142">§ 2142.</num><heading> Establishment of program at American Folklife Center to collect video and audio recordings of histories of veterans</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82acdf78-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s2142/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I11" class="indent0">The Director of the American Folklife Center at the Library of Congress shall establish an oral history program—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id82acdf79-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s2142/a/1"><num value="1">(1)</num><chapeau> to collect video and audio recordings of—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id82acdf7a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s2142/a/1/A"><num value="A">(A)</num><content> personal histories and testimonials of veterans of the Armed Forces who served during a period of war; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id82acdf7b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s2142/a/1/B"><num value="B">(B)</num><content> biographical histories by immediate family members of members of the Armed Forces who became missing in action or died as a result of their service during a period of war;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82acdf7c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s2142/a/2"><num value="2">(2)</num><content> to create a collection of the recordings obtained (including a catalog and index) which will be available for public use through the National Digital Library of the Library of Congress and such other methods as the Director considers appropriate to the extent feasible subject to available resources; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id82acdf7d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s2142/a/3"><num value="3">(3)</num><content> to solicit, reproduce, and collect written materials (such as letters and diaries) relevant to the personal histories of veterans of the Armed Forces who served during a period of war and to catalog such materials in a manner the Director considers appropriate, consistent with and complimentary <ref class="footnoteRef" idref="fn002121">1</ref><note type="footnote" id="fn002121"><num>1</num> So in original. Probably should be “complementary”.</note> to the efforts described in paragraphs (1) and (2).</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82acdf7e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s2142/b"><num value="b" class="bold">(b)</num><heading class="bold"> Use of and consultation with other entities</heading><content><p style="-uslm-lc:I11" class="indent0">The Director may carry out the activities described in paragraphs (1) and (3) of subsection (a) through agreements and partnerships entered into with other government and private entities, and may otherwise consult with interested persons (within the limits of available resources) and develop appropriate guidelines and arrangements for soliciting, acquiring, and making available recordings under the program under this subchapter.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82acdf7f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s2142/c"><num value="c" class="bold">(c)</num><heading class="bold"> Timing</heading><content><p style="-uslm-lc:I11" class="indent0">As soon as practicable after <date date="2000-10-27">October 27, 2000</date>, the Director shall begin collecting video and audio recordings under subsection (a)(1), and shall attempt to collect the first such recordings from the oldest veterans.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id82acdf80-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s2142/d"><num value="d" class="bold">(d)</num><heading class="bold"> Definition of immediate family member</heading><content><p style="-uslm-lc:I11" class="indent0">For purposes of subsection (a), the term “immediate family member” means a parent, spouse, sibling, or child.</p>

<subsection style="-uslm-lc:I21" class="indent0"><num value="a">“(a)</num><heading> <inline class="small-caps">In General</inline>.—</heading><chapeau>The Director of the American Folklife Center at the Library of Congress shall carry out a national public awareness and participation campaign for the program required by section 3(a) of the Veterans’ Oral History Project Act (<ref href="/us/usc/t20/s2142/a">20 U.S.C. 2142(a)</ref>). </paragraph>
<paragraph style="-uslm-lc:I22" class="indent1"><num value="4">“(4)</num><content> Complementing the efforts supporting the readjustment and successful reintegration of veterans into civilian life after service in the Armed Forces.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I21" class="indent0"><num value="b">“(b)</num><heading> <inline class="small-caps">Coordination and Cooperation</inline>.—</heading><content>To the degree practicable, the Director shall, in carrying out the campaign required by subsection (a), coordinate and cooperate with veterans service organizations.</content>

<subsection style="-uslm-lc:I21" class="indent0"><num value="c">“(c)</num><heading> <inline class="small-caps">Veterans Service Organization Defined</inline>.—</heading><content>In this section, the term ‘veterans service organization’ means any organization recognized by the Secretary of Veterans Affairs for the representation of veterans under <ref href="/us/usc/t38/s5902">section 5902 of title 38</ref>, United States Code.”</content>
