The Assistant Secretary shall administer such functions affecting postsecondary education, both public and private, as the Secretary shall delegate, and shall serve as the principal adviser to the Secretary on matters affecting postsecondary education.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6c920ce1-d2f2-11e9-aa7d-f436298d01bb\" identifier=\"/us/usc/t20/s3415/b\"><num value=\"b\">(b)</num><chapeau> The Assistant Secretary for Postsecondary Education shall appoint a Deputy Assistant Secretary for International and Foreign Language Education to perform such functions affecting postsecondary, international, and foreign language education as the Secretary may prescribe. The Deputy Assistant Secretary for International and Foreign Language Education shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6c920ce2-d2f2-11e9-aa7d-f436298d01bb\" identifier=\"/us/usc/t20/s3415/b/1\"><num value=\"1\">(1)</num><content> be an individual with extensive background and experience in international and foreign language education;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6c920ce3-d2f2-11e9-aa7d-f436298d01bb\" identifier=\"/us/usc/t20/s3415/b/2\"><num value=\"2\">(2)</num><content> have responsibility for encouraging and promoting the study of foreign languages and the study of the cultures of other countries at the elementary, secondary, and postsecondary levels in the United States; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6c920ce4-d2f2-11e9-aa7d-f436298d01bb\" identifier=\"/us/usc/t20/s3415/b/3\"><num value=\"3\">(3)</num><content> coordinate with related international and foreign language education programs of other Federal agencies.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id6c920ce5-d2f2-11e9-aa7d-f436298d01bb\">(<ref href=\"/us/pl/96/88/tII/s205\">Pub.
