The Committee shall assist the Secretary in providing a mechanism to assure that the procedures and actions of the Department and other Federal departments and agencies are fully coordinated.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82cbd909-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Coordination of Federal programs, policies and practices</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Committee shall study and make recommendations for assuring effective coordination of Federal programs, policies, and administrative practices affecting education, including—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82cbd90a-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/b/1\"><num value=\"1\">(1)</num><content> consistent administration and development of policies and practices among Federal agencies in the conduct of related programs;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82cbd90b-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/b/2\"><num value=\"2\">(2)</num><content> full and effective communication among Federal agencies to avoid unnecessary duplication of activities and repetitive collection of data;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82cbd90c-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/b/3\"><num value=\"3\">(3)</num><content> full and effective cooperation with the Secretary on such studies and analyses as are necessary to carry out the purposes of this chapter;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82cbd90d-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/b/4\"><num value=\"4\">(4)</num><content> coordination of related programs to assure that recipients of Federal assistance are efficiently and responsively served; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82cbd90e-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/b/5\"><num value=\"5\">(5)</num><content> full and effective involvement and participation of students and parents in Federal education programs.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82cbd90f-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Membership</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Committee shall be composed of the Secretary, who shall chair the Committee, and senior policy making officials from those Federal agencies, commissions, and boards that the President may find appropriate.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82cbd910-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Designation of additional persons to attend meetings</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Director of the Office of Management and Budget, the Chairman of the Council of Economic Advisers, the Director of the Office of Science and Technology Policy, and the Executive Director of the Domestic Policy Staff may each designate a staff member to attend meetings of the Committee.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82cbd911-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Federal vocational education and training programs study; report</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Committee shall conduct a study concerning the progress, effectiveness, and accomplishments of Federal vocational education and training programs, and the need for improved coordination between all federally funded vocational education and training programs. The Committee shall report the findings of such study to the Secretary and the Congress within two years of <date date=\"1979-10-17\">October 17, 1979</date>.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82cbd912-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/f\"><num value=\"f\" class=\"bold\">(f)</num><heading class=\"bold\"> Required meetings; establishment of subcommittees</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Committee shall meet at least twice each year. The Secretary may establish subcommittees of the Committee to facilitate coordination in important areas of Federal activity.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82cbd913-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s3424/g\"><num value=\"g\" class=\"bold\">(g)</num><heading class=\"bold\"> Support assistance</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary and the head of each agency represented on the Committee under subsection (c) shall furnish necessary assistance to the Committee.</p>\n</content>\n</subsection>\n<sourceCredit id=\"id82cbd914-3b28-11eb-8459-b1d1037aec5b\">(<ref href=\"/us/pl/96/88/tII/s217\">Pub.
