<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id6c97d909-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s3611"><num value="3611">§ 3611.</num><heading> Authorization of appropriations</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6c97d90a-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s3611/a"><num value="a" class="bold">(a)</num><heading class="bold"> Sums available during obligation period for asbestos detection and asbestos hazards control loan programs</heading><paragraph style="-uslm-lc:I11" class="indent0" id="id6c97d90b-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s3611/a/1"><num value="1">(1)</num><chapeau> There are authorized to be appropriated—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="id6c97d90c-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s3611/a/1/A"><num value="A">(A)</num><content> for the asbestos detection program under <ref href="/us/usc/t20/s3604">section 3604 of this title</ref>, for the fiscal year ending <date date="1981-09-30">September 30, 1981</date>, and for the succeeding fiscal year, a total of not more than $22,500,000; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id6c97d90d-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s3611/a/1/B"><num value="B">(B)</num><content> for the asbestos hazards control loan program under <ref href="/us/usc/t20/s3605">section 3605 of this title</ref>, not more than $75,000,000 for the fiscal year ending <date date="1981-09-30">September 30, 1981</date>, and $75,000,000 for the fiscal year ending <date date="1982-09-30">September 30, 1982</date>.</content>

<paragraph style="-uslm-lc:I11" class="indent0" id="id6c97d90e-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s3611/a/2"><num value="2">(2)</num><content> Sums appropriated under paragraph (1) of this subsection shall remain available for obligation until <date date="1983-09-30">September 30, 1983</date>.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6c97d90f-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s3611/b"><num value="b" class="bold">(b)</num><heading class="bold"> Programs automatically eligible for contingent extension</heading><content><p style="-uslm-lc:I11" class="indent0">Programs under this chapter shall be considered automatically eligible for the one-year contingent extension under section 1226a <ref class="footnoteRef" idref="fn002140">1</ref><note type="footnote" id="fn002140"><num>1</num> See References in Text note below.</note> of this title.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6c97d910-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s3611/c"><num value="c" class="bold">(c)</num><heading class="bold"> Greatest financial need as basis for approval of applications in case of insufficient funds</heading><content><p style="-uslm-lc:I11" class="indent0">If funds appropriated to carry out this chapter are insufficient to pay the total amount required to make all the grants and loans authorized under this chapter, the Secretary shall establish criteria to be used in determining which applicants for grants or loans under this chapter have the greatest financial need for receiving funds under this chapter and shall make determinations regarding the approval of applications for such grants or loans in accordance with such criteria.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6c97d911-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s3611/d"><num value="d" class="bold">(d)</num><heading class="bold"> Authority of Secretary dependent on specific appropriations</heading><content><p style="-uslm-lc:I11" class="indent0">Notwithstanding any other provision of this chapter, the authority of the Secretary to enter into agreements, or to make payments, under this chapter shall be effective for any fiscal year only to the extent or in such amounts as are provided in appropriation Acts.</p>
