For the purposes of this section, the term “eligible institution” means an institution of higher education which—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6c998692-d2f2-11e9-aa7d-f436298d01bb\" identifier=\"/us/usc/t20/s3916/b/1\"><num value=\"1\">(1)</num><content> has an enrollment which includes a substantial percentage of students who are members of a minority group, or who are economically or educationally disadvantaged; or</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6c998693-d2f2-11e9-aa7d-f436298d01bb\" identifier=\"/us/usc/t20/s3916/b/2\"><num value=\"2\">(2)</num><content> is located in a community that is not within commuting distance of a major institution of higher education; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6c998694-d2f2-11e9-aa7d-f436298d01bb\" identifier=\"/us/usc/t20/s3916/b/3\"><num value=\"3\">(3)</num><content> demonstrates a commitment to meet the special educational needs of students who are members of a minority group or are economically or educationally disadvantaged.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id6c998695-d2f2-11e9-aa7d-f436298d01bb\">(<ref href=\"/us/pl/98/377/tI/s106\">Pub.
