L. 103–227, title VIII, § 805, Mar. 31, 1994, 108 Stat. 210.)","seq_in_title":1459,"parent_identifier":"/us/usc/t20/ch68/schVIII","ancestors":[{"identifier":"/us/usc/t20","level":"title","num":"Title 20—","heading":"EDUCATION","status":null,"is_section":false},{"identifier":"/us/usc/t20/ch68","level":"chapter","num":"CHAPTER 68—","heading":"NATIONAL EDUCATION REFORM","status":null,"is_section":false},{"identifier":"/us/usc/t20/ch68/schVIII","level":"subchapter","num":"SUBCHAPTER VIII—","heading":"MINORITY-FOCUSED CIVICS EDUCATION","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id82ed43e2-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985\"><num value=\"5985\">§ 5985.</num><heading> Applications</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82ed43e3-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Application required</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Each eligible entity desiring a grant under this subchapter shall submit an application to the Secretary, at such time, in such manner and containing or accompanied by such information as the Secretary may reasonably require.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82ed43e4-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Contents of application</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">Each application submitted pursuant to subsection (a) shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43e5-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/1\"><num value=\"1\">(1)</num><content> define the learning objectives and course content of each seminar to be held and describe the manner in which seminar participants shall receive substantive academic instruction in the principles, institutions and processes of American government;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43e6-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/2\"><num value=\"2\">(2)</num><content> provide assurances that educators successfully participating in each seminar will qualify for either graduate credit or professional development or advancement credit according to the criteria established by a State or local educational agency;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43e7-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/3\"><num value=\"3\">(3)</num><content> describe the manner in which seminar participants shall receive exposure to a broad array of individuals who are actively involved in the political process, including political party representatives drawn equally from the major political parties, as well as representatives of other organizations involved in the political process;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43e8-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/4\"><num value=\"4\">(4)</num><content> provide assurances that the seminars will be conducted on a nonpartisan basis;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43e9-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/5\"><num value=\"5\">(5)</num><chapeau> describe the manner in which the seminars will address the role of minorities or Native Americans in the American political process, including such topics as—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82ed43ea-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/5/A\"><num value=\"A\">(A)</num><content> the history and current political state of minorities or Native Americans;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82ed43eb-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/5/B\"><num value=\"B\">(B)</num><content> recent research on minority or Native American political socialization patterns and cognitive learning styles; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82ed43ec-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/5/C\"><num value=\"C\">(C)</num><content> studies of political participation patterns of minorities or Native Americans;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43ed-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/6\"><num value=\"6\">(6)</num><content> describe the pedagogical elements for teachers that will enable teachers to develop effective strategies and lesson plans for teaching minorities or Native American students at the elementary and secondary school levels;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43ee-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/7\"><num value=\"7\">(7)</num><content> identify the eligible entities which will conduct the seminars for which assistance is sought;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43ef-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/8\"><num value=\"8\">(8)</num><content> in the case that the eligible entity is an institution of higher education, describe the plans for collaborating with national organizations in American government and civics education;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43f0-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/9\"><num value=\"9\">(9)</num><content> provide assurances that during the academic year educators participating in the summer seminars will provide inservice training programs based upon what such educators have learned and the curricular materials such educators have developed or acquired for their peers in their school systems with the approval and support of their school administrators; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43f1-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/10\"><num value=\"10\">(10)</num><chapeau> describe the activities or services for which assistance is sought, including activities and services such as—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82ed43f2-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/10/A\"><num value=\"A\">(A)</num><content> development of seminar curricula;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82ed43f3-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/10/B\"><num value=\"B\">(B)</num><content> development and distribution of instructional materials;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82ed43f4-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/10/C\"><num value=\"C\">(C)</num><content> scholarships for participating teachers; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id82ed43f5-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/b/10/D\"><num value=\"D\">(D)</num><content> program assessment and evaluation.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id82ed43f6-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Priority</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary, in approving applications for assistance under this subchapter, shall give priority to applications which demonstrate that—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43f7-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/c/1\"><num value=\"1\">(1)</num><content> the applicant will serve teachers who teach in schools with a large number or concentration of economically disadvantaged students;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43f8-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/c/2\"><num value=\"2\">(2)</num><content> the applicant has demonstrated national experience in conducting or coordinating accredited summer seminars in American government or civics education for elementary and secondary school teachers;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43f9-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/c/3\"><num value=\"3\">(3)</num><content> the applicant will coordinate or conduct seminars on a national or multistate basis through a collaboration with an institution of higher education, State higher education agency or a public or private nonprofit organization, with experience in coordinating or conducting teacher training programs in American government and civics education;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43fa-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/c/4\"><num value=\"4\">(4)</num><content> the applicant will coordinate or conduct seminars designed for more than one minority student population and for Native Americans; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id82ed43fb-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s5985/c/5\"><num value=\"5\">(5)</num><content> the applicant will coordinate or conduct seminars that offer a combination of academic instruction in American government, exposure to the practical workings of the political system, and training in appropriate pedagogical techniques for working with minority and Native American students.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id82ed43fc-3b28-11eb-8459-b1d1037aec5b\">(<ref href=\"/us/pl/103/227/tVIII/s805\">Pub.
