and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8309f3b7-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/2/B\"><num value=\"B\">(B)</num><content> the term “eligible school attendance area” means a school attendance area in which the percentage of children from low-income families is at least as high as the percentage of children from low-income families served by the local educational agency as a whole.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3b8-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Ranking order</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8309f3b9-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/3/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> Ranking</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">Except as provided in subparagraph (B), if funds allocated in accordance with subsection (c) are insufficient to serve all eligible school attendance areas, a local educational agency shall—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3ba-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/3/A/i\"><num value=\"i\">(i)</num><content> annually rank, without regard to grade spans, such agency’s eligible school attendance areas in which the concentration of children from low-income families exceeds 75 percent from highest to lowest according to the percentage of children from low-income families; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3bb-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/3/A/ii\"><num value=\"ii\">(ii)</num><content> serve such eligible school attendance areas in rank order.</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8309f3bc-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/3/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Exception</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">A local educational agency may lower the threshold in subparagraph (A)(i) to 50 percent for high schools served by such agency.</p>\n</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3bd-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> Remaining funds</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">If funds remain after serving all eligible school attendance areas under paragraph (3), a local educational agency shall—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8309f3be-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/4/A\"><num value=\"A\">(A)</num><content> annually rank such agency’s remaining eligible school attendance areas from highest to lowest either by grade span or for the entire local educational agency according to the percentage of children from low-income families; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8309f3bf-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/4/B\"><num value=\"B\">(B)</num><content> serve such eligible school attendance areas in rank order either within each grade-span grouping or within the local educational agency as a whole.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3c0-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5\"><num value=\"5\" class=\"bold\">(5)</num><heading class=\"bold\"> Measures</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8309f3c1-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> In general</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">Except as provided in subparagraph (B), a local educational agency shall use the same measure of poverty, which measure shall be the number of children aged 5 through 17 in poverty counted in the most recent census data approved by the Secretary, the number of children eligible for a free or reduced price lunch under the Richard B. Russell National School Lunch Act (<ref href=\"/us/usc/t42/s1751\">42 U.S.C. 1751</ref> et seq.), the number of children in families receiving assistance under the State program funded under part A of title IV of the Social Security Act [<ref href=\"/us/usc/t42/s601\">42 U.S.C. 601</ref> et seq.], or the number of children eligible to receive medical assistance under the Medicaid Program, or a composite of such indicators, with respect to all school attendance areas in the local educational agency—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3c2-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5/A/i\"><num value=\"i\">(i)</num><content> to identify eligible school attendance areas;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3c3-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5/A/ii\"><num value=\"ii\">(ii)</num><content> to determine the ranking of each area; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3c4-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5/A/iii\"><num value=\"iii\">(iii)</num><content> to determine allocations under subsection (c).</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8309f3c5-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Secondary schools</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">For measuring the number of students in low-income families in secondary schools, the local educational agency shall use the same measure of poverty, which shall be—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3c6-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5/B/i\"><num value=\"i\">(i)</num><content> the measure described under subparagraph (A); or</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3c7-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5/B/ii\"><num value=\"ii\">(ii)</num><content> subject to meeting the conditions of subparagraph (C), an accurate estimate of the number of students in low-income families in a secondary school that is calculated by applying the average percentage of students in low-income families of the elementary school attendance areas as calculated under subparagraph (A) that feed into the secondary school to the number of students enrolled in such school.</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8309f3c8-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5/C\"><num value=\"C\" class=\"bold\">(C)</num><heading class=\"bold\"> Measure of poverty</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">The local educational agency shall have the option to use the measure of poverty described in subparagraph (B)(ii) after—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3c9-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5/C/i\"><num value=\"i\">(i)</num><content> conducting outreach to secondary schools within such agency to inform such schools of the option to use such measure; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3ca-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/5/C/ii\"><num value=\"ii\">(ii)</num><content> a majority of such schools have approved the use of such measure.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3cb-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/6\"><num value=\"6\" class=\"bold\">(6)</num><heading class=\"bold\"> Exception</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">This subsection shall not apply to a local educational agency with a total enrollment of less than 1,000 children.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3cc-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/7\"><num value=\"7\" class=\"bold\">(7)</num><heading class=\"bold\"> Waiver for desegregation plans</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The Secretary may approve a local educational agency’s written request for a waiver of the requirements of subsections (a) and (c), and permit such agency to treat as eligible, and serve, any school that children attend with a State-ordered, court-ordered school desegregation plan or a plan that continues to be implemented in accordance with a State-ordered or court-ordered desegregation plan, if—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8309f3cd-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/7/A\"><num value=\"A\">(A)</num><content> the number of economically disadvantaged children enrolled in the school is at least 25 percent of the school’s total enrollment; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8309f3ce-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/a/7/B\"><num value=\"B\">(B)</num><content> the Secretary determines on the basis of a written request from such agency and in accordance with such criteria as the Secretary establishes, that approval of that request would further the purposes of this part.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id8309f3cf-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Local educational agency discretion</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3d0-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/b/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">Notwithstanding subsection (a)(2), a local educational agency may—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8309f3d1-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/b/1/A\"><num value=\"A\">(A)</num><content> designate as eligible any school attendance area or school in which at least 35 percent of the children are from low-income families;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8309f3d2-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/b/1/B\"><num value=\"B\">(B)</num><content> use funds received under this part in a school that is not in an eligible school attendance area, if the percentage of children from low-income families enrolled in the school is equal to or greater than the percentage of such children in a participating school attendance area of such agency;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8309f3d3-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/b/1/C\"><num value=\"C\">(C)</num><content> designate and serve a school attendance area or school that is not eligible under this section, but that was eligible and that was served in the preceding fiscal year, but only for 1 additional fiscal year; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8309f3d4-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/b/1/D\"><num value=\"D\">(D)</num><chapeau> elect not to serve an eligible school attendance area or eligible school that has a higher percentage of children from low-income families if—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3d5-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/b/1/D/i\"><num value=\"i\">(i)</num><content> the school meets the comparability requirements of <ref href=\"/us/usc/t20/s6321/c\">section 6321(c) of this title</ref>;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3d6-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/b/1/D/ii\"><num value=\"ii\">(ii)</num><content> the school is receiving supplemental funds from other State or local sources that are spent according to the requirements of section 6314 or 6315 of this title; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3d7-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/b/1/D/iii\"><num value=\"iii\">(iii)</num><content> the funds expended from such other sources equal or exceed the amount that would be provided under this part.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3d8-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/b/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Special rule</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">Notwithstanding paragraph (1)(D), the number of children attending private elementary schools and secondary schools who are to receive services, and the assistance such children are to receive under this part, shall be determined without regard to whether the public school attendance area in which such children reside is assisted under subparagraph (A).</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id8309f3d9-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Allocations</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3da-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">A local educational agency shall allocate funds received under this part to eligible school attendance areas or eligible schools, identified under subsections (a) and (b), in rank order, on the basis of the total number of children from low-income families in each area or school.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3db-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Special rule</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8309f3dc-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/2/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">Except as provided in subparagraph (B), the per-pupil amount of funds allocated to each school attendance area or school under paragraph (1) shall be at least 125 percent of the per-pupil amount of funds a local educational agency received for that year under the poverty criteria described by the local educational agency in the plan submitted under <ref href=\"/us/usc/t20/s6312\">section 6312 of this title</ref>, except that this paragraph shall not apply to a local educational agency that only serves schools in which the percentage of such children is 35 percent or greater.</p>\n</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8309f3dd-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/2/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Exception</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">A local educational agency may reduce the amount of funds allocated under subparagraph (A) for a school attendance area or school by the amount of any supplemental State and local funds expended in that school attendance area or school for programs that meet the requirements of section 6314 or 6315 of this title.</p>\n</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3de-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Reservation of funds</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8309f3df-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> In general</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">A local educational agency shall reserve such funds as are necessary under this part, determined in accordance with subparagraphs (B) and (C), to provide services comparable to those provided to children in schools funded under this part to serve—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3e0-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/A/i\"><num value=\"i\">(i)</num><content> homeless children and youths, including providing educationally related support services to children in shelters and other locations where children may live;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3e1-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/A/ii\"><num value=\"ii\">(ii)</num><content> children in local institutions for neglected children; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3e2-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/A/iii\"><num value=\"iii\">(iii)</num><content> if appropriate, children in local institutions for delinquent children, and neglected or delinquent children in community day programs.</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8309f3e3-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Method of determination</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">The share of funds determined under subparagraph (A) shall be determined—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3e4-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/B/i\"><num value=\"i\">(i)</num><content> based on the total allocation received by the local educational agency; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3e5-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/B/ii\"><num value=\"ii\">(ii)</num><content> prior to any allowable expenditures or transfers by the local educational agency.</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8309f3e6-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/C\"><num value=\"C\" class=\"bold\">(C)</num><heading class=\"bold\"> Homeless children and youths</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">Funds reserved under subparagraph (A)(i) may be—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3e7-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/C/i\"><num value=\"i\">(i)</num><content> determined based on a needs assessment of homeless children and youths in the local educational agency, taking into consideration the number and needs of homeless children and youths in the local educational agency, and which needs assessment may be the same needs assessment as conducted under <ref href=\"/us/usc/t42/s11433/b/1\">section 11433(b)(1) of title 42</ref>; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8309f3e8-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/C/ii\"><num value=\"ii\">(ii)</num><chapeau> used to provide homeless children and youths with services not ordinarily provided to other students under this part, including providing—</chapeau><subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id8309f3e9-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/C/ii/I\"><num value=\"I\">(I)</num><content> funding for the liaison designated pursuant to <ref href=\"/us/usc/t42/s11432/g/1/J/ii\">section 11432(g)(1)(J)(ii) of title 42</ref>; and</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id8309f3ea-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/3/C/ii/II\"><num value=\"II\">(II)</num><content> transportation pursuant to section 11432(g)(1)(J)(iii) of such title.</content>\n</subclause>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3eb-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> Financial incentives and rewards reservation</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">A local educational agency may reserve such funds as are necessary from those funds received by the local educational agency under subchapter II, and not more than 5 percent of those funds received by the local educational agency under subpart 2 of this part, to provide financial incentives and rewards to teachers who serve in schools eligible under this section and identified for comprehensive support and improvement activities or targeted support and improvement activities under <ref href=\"/us/usc/t20/s6311/d\">section 6311(d) of this title</ref> for the purpose of attracting and retaining qualified and effective teachers.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id8309f3ec-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6313/c/5\"><num
