identifier=\"/us/usc/t20/s6641/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Purposes</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The purposes of this subpart are—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id832da820-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/a/1\"><num value=\"1\">(1)</num><content> to improve student academic achievement in reading and writing by providing Federal support to States to develop, revise, or update comprehensive literacy instruction plans that, when implemented, ensure high-quality instruction and effective strategies in reading and writing from early education through grade 12; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id832da821-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/a/2\"><num value=\"2\">(2)</num><content> for States to provide targeted subgrants to early childhood education programs and local educational agencies and their public or private partners to implement evidence-based programs that ensure high-quality comprehensive literacy instruction for students most in need.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id832da822-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Definitions</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">In this subpart:</chapeau><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id832da823-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Comprehensive literacy instruction</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “comprehensive literacy instruction” means instruction that—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id832da824-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/A\"><num value=\"A\">(A)</num><content> includes developmentally appropriate, contextually explicit, and systematic instruction, and frequent practice, in reading and writing across content areas;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id832da825-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/B\"><num value=\"B\">(B)</num><content> includes age-appropriate, explicit, systematic, and intentional instruction in phonological awareness, phonic decoding, vocabulary, language structure, reading fluency, and reading comprehension;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83301926-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/C\"><num value=\"C\">(C)</num><content> includes age-appropriate, explicit instruction in writing, including opportunities for children to write with clear purposes, with critical reasoning appropriate to the topic and purpose, and with specific instruction and feedback from instructional staff;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83301927-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/D\"><num value=\"D\">(D)</num><content> makes available and uses diverse, high-quality print materials that reflect the reading and development levels, and interests, of children;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83301928-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/E\"><num value=\"E\">(E)</num><content> uses differentiated instructional approaches, including individual and small group instruction and discussion;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83301929-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/F\"><num value=\"F\">(F)</num><content> provides opportunities for children to use language with peers and adults in order to develop language skills, including developing vocabulary;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8330192a-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/G\"><num value=\"G\">(G)</num><content> includes frequent practice of reading and writing strategies;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8330192b-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/H\"><num value=\"H\">(H)</num><content> uses age-appropriate, valid, and reliable screening assessments, diagnostic assessments, formative assessment processes, and summative assessments to identify a child’s learning needs, to inform instruction, and to monitor the child’s progress and the effects of instruction;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8330192c-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/I\"><num value=\"I\">(I)</num><content> uses strategies to enhance children’s motivation to read and write and children’s engagement in self-directed learning;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8330192d-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/J\"><num value=\"J\">(J)</num><content> incorporates the principles of universal design for learning;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8330192e-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/K\"><num value=\"K\">(K)</num><content> depends on teachers’ collaboration in planning, instruction, and assessing a child’s progress and on continuous professional learning; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id8330192f-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/1/L\"><num value=\"L\">(L)</num><content> links literacy instruction to the challenging State academic standards, including the ability to navigate, understand, and write about, complex print and digital subject matter.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id83301930-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Eligible entity</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “eligible entity” means an entity that consists of—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83301931-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/2/A\"><num value=\"A\">(A)</num><chapeau> one or more local educational agencies that serve a high percentage of high-need schools and—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id83301932-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/2/A/i\"><num value=\"i\">(i)</num><content> have the highest number or proportion of children who are counted under <ref href=\"/us/usc/t20/s6333/c\">section 6333(c) of this title</ref>, in comparison to other local educational agencies in the State;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id83301933-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/2/A/ii\"><num value=\"ii\">(ii)</num><content> are among the local educational agencies in the State with the highest number or percentages of children reading or writing below grade level, based on the most currently available State academic assessment data under <ref href=\"/us/usc/t20/s6311/b/2\">section 6311(b)(2) of this title</ref>; or</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id83301934-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/2/A/iii\"><num value=\"iii\">(iii)</num><content> serve a significant number or percentage of schools that are implementing comprehensive support and improvement activities and targeted support and improvement activities under <ref href=\"/us/usc/t20/s6311/d\">section 6311(d) of this title</ref>;</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83301935-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/2/B\"><num value=\"B\">(B)</num><content> one or more early childhood education programs serving low-income or otherwise disadvantaged children, which may include home-based literacy programs for preschool-aged children, that have a demonstrated record of providing comprehensive literacy instruction for the age group such program proposes to serve; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83301936-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/2/C\"><num value=\"C\">(C)</num><chapeau> a local educational agency, described in subparagraph (A), or consortium of such local educational agencies, or an early childhood education program, which may include home-based literacy programs for preschool-aged children, acting in partnership with 1 or more public or private nonprofit organizations or agencies (which may include early childhood education programs) that have a demonstrated record of effectiveness in—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id83301937-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/2/C/i\"><num value=\"i\">(i)</num><content> improving literacy achievement of children, consistent with the purposes of participation under this subpart, from birth through grade 12; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id83301938-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/2/C/ii\"><num value=\"ii\">(ii)</num><content> providing professional development in comprehensive literacy instruction.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id83301939-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> High-need school</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8330193a-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/3/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> In general</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">The term “high-need school” means—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8330193b-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/3/A/i\"><num value=\"i\">(i)</num><content> an elementary school or middle school in which not less than 50 percent of the enrolled students are children from low-income families; or</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8330193c-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/3/A/ii\"><num value=\"ii\">(ii)</num><content> a high school in which not less than 40 percent of the enrolled students are children from low-income families, which may be calculated using comparable data from the schools that feed into the high school.</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id8330193d-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/3/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Low-income family</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">For purposes of subparagraph (A), the term “low-income family” means a family—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8330193e-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/3/B/i\"><num value=\"i\">(i)</num><content> in which the children are eligible for a free or reduced-price lunch under the Richard B. Russell National School Lunch Act (<ref href=\"/us/usc/t42/s1751\">42 U.S.C. 1751</ref> et seq.);</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id8330193f-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/3/B/ii\"><num value=\"ii\">(ii)</num><content> receiving assistance under the program of block grants to States for temporary assistance for needy families established under part A of title IV of the Social Security Act (<ref href=\"/us/usc/t42/s601\">42 U.S.C. 601</ref> et seq.); or</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id83301940-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s6641/b/3/B/iii\"><num value=\"iii\">(iii)</num><content> in which the children are eligible to receive medical assistance under the Medicaid program under title XIX of the Social Security Act (<ref href=\"/us/usc/t42/s1396\">42 U.S.C. 1396</ref> et seq.).</content>\n</clause>\n</subparagraph>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id83301941-3b28-11eb-8459-b1d1037aec5b\">(<ref href=\"/us/pl/89/10/tII/s2221\">Pub.
