<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id8330196e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643"><num value="6643">§ 6643.</num><heading> Subgrants to eligible entities in support of birth through kindergarten entry literacy</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8330196f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/a"><num value="a" class="bold">(a)</num><heading class="bold"> Subgrants</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id83301970-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">A State educational agency receiving a grant under this subpart shall, in consultation with the State agencies responsible for administering early childhood education programs and services, including the State agency responsible for administering child care programs, and, if applicable, the State Advisory Council on Early Childhood Education and Care designated or established pursuant to <ref href="/us/usc/t42/s9837b/b/1/A/i">section 9837b(b)(1)(A)(i) of title 42</ref>, use a portion of the grant funds, in accordance with <ref href="/us/usc/t20/s6642/d/2/D/i">section 6642(d)(2)(D)(i) of this title</ref>, to award subgrants, on a competitive basis, to eligible entities to enable the eligible entities to support high-quality early literacy initiatives for children from birth through kindergarten entry.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id83301971-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Duration</heading><content><p style="-uslm-lc:I12" class="indent1">The term of a subgrant under this section shall be determined by the State educational agency awarding the subgrant and shall in no case exceed 5 years.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id83301972-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Sufficient size and scope</heading><content><p style="-uslm-lc:I12" class="indent1">Each subgrant awarded under this section shall be of sufficient size and scope to allow the eligible entity to carry out high-quality early literacy initiatives for children from birth through kindergarten entry.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83301973-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/b"><num value="b" class="bold">(b)</num><heading class="bold"> Local applications</heading><chapeau style="-uslm-lc:I11" class="indent0">An eligible entity desiring to receive a subgrant under this section shall submit an application to the State educational agency, at such time, in such manner, and containing such information as the State educational agency may require. Such application shall include a description of—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id83301974-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/b/1"><num value="1">(1)</num><content> how the subgrant funds will be used to enhance the language and literacy development and school readiness of children, from birth through kindergarten entry, in early childhood education programs, which shall include an analysis of data that support the proposed use of subgrant funds;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id83301975-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/b/2"><num value="2">(2)</num><content> how the subgrant funds will be used to prepare and provide ongoing assistance to staff in the programs, including through high-quality professional development;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id83301976-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/b/3"><num value="3">(3)</num><content> how the activities assisted under the subgrant will be coordinated with comprehensive literacy instruction at the kindergarten through grade 12 levels; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id83301977-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/b/4"><num value="4">(4)</num><content> how the subgrant funds will be used to evaluate the success of the activities assisted under the subgrant in enhancing the early language and literacy development of children from birth through kindergarten entry.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83301978-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/c"><num value="c" class="bold">(c)</num><heading class="bold"> Priority</heading><content><p style="-uslm-lc:I11" class="indent0">In awarding grants under this section, the State educational agency shall give priority to an eligible entity that will use the grant funds to implement evidence-based activities, defined for the purpose of this subsection as activities meeting the requirements of <ref href="/us/usc/t20/s7801/21/A/i">section 7801(21)(A)(i) of this title</ref>.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83301979-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/d"><num value="d" class="bold">(d)</num><heading class="bold"> Local uses of funds</heading><chapeau style="-uslm-lc:I11" class="indent0">An eligible entity that receives a subgrant under this section shall use the subgrant funds, consistent with the entity’s approved application under subsection (b), to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id8330197a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/d/1"><num value="1">(1)</num><content> carry out high-quality professional development opportunities for early childhood educators, teachers, principals, other school leaders, paraprofessionals, specialized instructional support personnel, and instructional leaders;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8330197b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/d/2"><num value="2">(2)</num><content> train providers and personnel to develop and administer evidence-based early childhood education literacy initiatives; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8330197c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6643/d/3"><num value="3">(3)</num><content> coordinate the involvement of families, early childhood education program staff, principals, other school leaders, specialized instructional support personnel (as appropriate), and teachers in literacy development of children served under the subgrant.</content>
