<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id833019b3-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646"><num value="6646">§ 6646.</num><heading> Innovative approaches to literacy</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id833019b4-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I11" class="indent0">From amounts reserved under <ref href="/us/usc/t20/s6621/2">section 6621(2) of this title</ref>, the Secretary may award grants, contracts, or cooperative agreements, on a competitive basis, to eligible entities for the purposes of promoting literacy programs that support the development of literacy skills in low-income communities, including—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id833019b5-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/a/1"><num value="1">(1)</num><content> developing and enhancing effective school library programs, which may include providing professional development for school librarians, books, and up-to-date materials to high-need schools;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id833019b6-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/a/2"><num value="2">(2)</num><content> early literacy services, including pediatric literacy programs through which, during well-child visits, medical providers trained in research-based methods of early language and literacy promotion provide developmentally appropriate books and recommendations to parents to encourage them to read aloud to their children starting in infancy; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id833019b7-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/a/3"><num value="3">(3)</num><content> programs that provide high-quality books on a regular basis to children and adolescents from low-income communities to increase reading motivation, performance, and frequency.</content>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id833019b8-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/b"><num value="b" class="bold">(b)</num><heading class="bold"> Definitions</heading><chapeau style="-uslm-lc:I11" class="indent0">In this section:</chapeau><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id833019b9-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> Eligible entity</heading><chapeau style="-uslm-lc:I12" class="indent1">The term “eligible entity” means—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id833019ba-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/b/1/A"><num value="A">(A)</num><content> a local educational agency in which 20 percent or more of the students served by the local educational agency are from families with an income below the poverty line;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id833019bb-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/b/1/B"><num value="B">(B)</num><content> a consortium of such local educational agencies;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id833019bc-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/b/1/C"><num value="C">(C)</num><content> the Bureau of Indian Education; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id833019bd-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/b/1/D"><num value="D">(D)</num><content> an eligible national nonprofit organization.</content>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id833019be-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Eligible national nonprofit organization</heading><chapeau style="-uslm-lc:I12" class="indent1">The term “eligible national nonprofit organization” means an organization of national scope that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id833019bf-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/b/2/A"><num value="A">(A)</num><content> is supported by staff, which may include volunteers, or affiliates at the State and local levels; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id833019c0-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6646/b/2/B"><num value="B">(B)</num><content> demonstrates effectiveness or high-quality plans for addressing childhood literacy activities for the population targeted by the grant.</content>
