<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id83326304-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672"><num value="6672">§ 6672.</num><heading> Supporting effective educator development</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83326305-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I11" class="indent0">From the funds reserved by the Secretary under <ref href="/us/usc/t20/s6671/1">section 6671(1) of this title</ref> for a fiscal year, the Secretary shall award grants, on a competitive basis, to eligible entities for the purposes of—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id83326306-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/a/1"><num value="1">(1)</num><content> providing teachers, principals, or other school leaders from nontraditional preparation and certification routes or pathways to serve in traditionally underserved local educational agencies;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id83326307-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/a/2"><num value="2">(2)</num><content> providing evidence-based professional development activities that address literacy, numeracy, remedial, or other needs of local educational agencies and the students the agencies serve;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id83326308-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/a/3"><num value="3">(3)</num><content> providing teachers, principals, or other school leaders with professional development activities that enhance or enable the provision of postsecondary coursework through dual or concurrent enrollment programs and early college high school settings across a local educational agency;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id83326309-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/a/4"><num value="4">(4)</num><content> making freely available services and learning opportunities to local educational agencies, through partnerships and cooperative agreements or by making the services or opportunities publicly accessible through electronic means; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8332630a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/a/5"><num value="5">(5)</num><content> providing teachers, principals, or other school leaders with evidence-based professional enhancement activities, which may include activities that lead to an advanced credential.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id8332630b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/b"><num value="b" class="bold">(b)</num><heading class="bold"> Program periods and diversity of projects</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8332630c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">A grant awarded by the Secretary to an eligible entity under this section shall be for a period of not more than 3 years.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8332630d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Renewal</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary may renew a grant awarded under this section for 1 additional 2-year period.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8332630e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/b/3"><num value="3" class="bold">(3)</num><heading class="bold"> Diversity of projects</heading><content><p style="-uslm-lc:I12" class="indent1">In awarding grants under this section, the Secretary shall ensure that, to the extent practicable, grants are distributed among eligible entities that will serve geographically diverse areas, including urban, suburban, and rural areas.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id8332630f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/b/4"><num value="4" class="bold">(4)</num><heading class="bold"> Limitation</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall not award more than 1 grant under this section to an eligible entity during a grant competition.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83326310-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/c"><num value="c" class="bold">(c)</num><heading class="bold"> Cost-sharing</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id83326311-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">An eligible entity that receives a grant under this section shall provide, from non-Federal sources, not less than 25 percent of the funds for the total cost for each year of activities carried out under this section.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id83326312-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Acceptable contributions</heading><content><p style="-uslm-lc:I12" class="indent1">An eligible entity that receives a grant under this section may meet the requirement of paragraph (1) by providing contributions in cash or in kind, fairly evaluated, including plant, equipment, and services.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id83326313-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/c/3"><num value="3" class="bold">(3)</num><heading class="bold"> Waivers</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary may waive or modify the requirement of paragraph (1) in cases of demonstrated financial hardship.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83326314-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/d"><num value="d" class="bold">(d)</num><heading class="bold"> Applications</heading><content><p style="-uslm-lc:I11" class="indent0">In order to receive a grant under this section, an eligible entity shall submit an application to the Secretary at such time and in such manner as the Secretary may reasonably require. Such application shall include, at a minimum, a certification that the services provided by an eligible entity under the grant to a local educational agency or to a school served by the local educational agency will not result in direct fees for participating students or parents.</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83326315-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/e"><num value="e" class="bold">(e)</num><heading class="bold"> Priority</heading><content><p style="-uslm-lc:I11" class="indent0">In awarding grants under this section, the Secretary shall give priority to an eligible entity that will implement evidence-based activities, defined for the purpose of this subsection as activities meeting the requirements of <ref href="/us/usc/t20/s7801/21/A/i">section 7801(21)(A)(i) of this title</ref>.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83326316-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/f"><num value="f" class="bold">(f)</num><heading class="bold"> Definition of eligible entity</heading><chapeau style="-uslm-lc:I11" class="indent0">In this section, the term “eligible entity” means—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id83326317-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/f/1"><num value="1">(1)</num><content> an institution of higher education that provides course materials or resources that are evidence-based in increasing academic achievement, graduation rates, or rates of postsecondary education matriculation;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id83326318-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/f/2"><num value="2">(2)</num><content> a national nonprofit entity with a demonstrated record of raising student academic achievement, graduation rates, and rates of higher education attendance, matriculation, or completion, or of effectiveness in providing preparation and professional development activities and programs for teachers, principals, or other school leaders;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id83326319-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/f/3"><num value="3">(3)</num><content> the Bureau of Indian Education; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id8332631a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/f/4"><num value="4">(4)</num><chapeau> a partnership consisting of—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id8332631b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/f/4/A"><num value="A">(A)</num><content> 1 or more entities described in paragraph (1) or (2); and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id8332631c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s6672/f/4/B"><num value="B">(B)</num><content> a for-profit entity.</content>
