<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa1f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/1/C"><num value="C">(C)</num><content> public and private nonprofit organizations, agencies, and institutions with experience in developing or operating Native Hawaiian programs or programs of instruction in the Native Hawaiian language;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa20-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/1/D"><num value="D">(D)</num><content> charter schools; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa21-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/1/E"><num value="E">(E)</num><content> consortia of the organizations, agencies, and institutions described in subparagraphs (A) through (C),</content>
</subparagraph>

<continuation style="-uslm-lc:I17" class="indent1 firstIndent0">to carry out programs that meet the purposes of this part.</continuation>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id835afa22-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Priorities</heading><chapeau style="-uslm-lc:I12" class="indent1">In awarding grants or contracts to carry out activities described in paragraph (3), the Secretary shall give priority to entities proposing projects that are designed to address—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa23-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/2/A"><num value="A">(A)</num><content> beginning reading and literacy among students in kindergarten through third grade;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa24-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/2/B"><num value="B">(B)</num><content> the needs of at-risk children and youth;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa25-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/2/C"><num value="C">(C)</num><content> needs in fields or disciplines in which Native Hawaiians are underemployed; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa26-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/2/D"><num value="D">(D)</num><content> the use of the Hawaiian language in instruction.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id835afa27-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Authorized activities</heading><chapeau style="-uslm-lc:I12" class="indent1">Activities provided through programs carried out under this part may include—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa28-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/A"><num value="A">(A)</num><content> the development and maintenance of a statewide Native Hawaiian early education and care system to provide a continuum of services for Native Hawaiian children from the prenatal period of the children through age 5;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa29-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/B"><num value="B">(B)</num><chapeau> the operation of family-based education centers that provide such services as—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id835afa2a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/B/i"><num value="i">(i)</num><content> programs for Native Hawaiian parents and their infants from the prenatal period of the infants through age 3;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa2b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/B/ii"><num value="ii">(ii)</num><content> preschool programs for Native Hawaiians; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa2c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/B/iii"><num value="iii">(iii)</num><content> research on, and development and assessment of, family-based, early childhood, and preschool programs for Native Hawaiians;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa2d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/C"><num value="C">(C)</num><content> activities that enhance beginning reading and literacy in either the Hawaiian or the English language among Native Hawaiian students in kindergarten through grade 3 and assistance in addressing the distinct features of combined English and Hawaiian literacy for Hawaiian speakers in grades 5 and 6;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa2e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/D"><num value="D">(D)</num><chapeau> activities to meet the special needs of Native Hawaiian students with disabilities, including—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id835afa2f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/D/i"><num value="i">(i)</num><content> the identification of such students and their needs;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa30-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/D/ii"><num value="ii">(ii)</num><content> the provision of support services to the families of such students; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa31-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/D/iii"><num value="iii">(iii)</num><content> other activities consistent with the requirements of the Individuals with Disabilities Education Act [<ref href="/us/usc/t20/s1400">20 U.S.C. 1400</ref> et seq.];</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa32-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/E"><num value="E">(E)</num><chapeau> activities that address the special needs of Native Hawaiian students who are gifted and talented, including—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id835afa33-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/E/i"><num value="i">(i)</num><content> educational, psychological, and developmental activities designed to assist in the educational progress of those students; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa34-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/E/ii"><num value="ii">(ii)</num><content> activities that involve the parents of those students in a manner designed to assist in the educational progress of such students;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa35-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/F"><num value="F">(F)</num><content> the development of academic and vocational curricula to address the needs of Native Hawaiian children and adults, including curriculum materials in the Hawaiian language and mathematics and science curricula that incorporate Native Hawaiian tradition and culture;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa36-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/G"><num value="G">(G)</num><chapeau> professional development activities for educators, including—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id835afa37-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/G/i"><num value="i">(i)</num><content> the development of programs to prepare prospective teachers to address the unique needs of Native Hawaiian students within the context of Native Hawaiian culture, language, and traditions;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa38-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/G/ii"><num value="ii">(ii)</num><content> in-service programs to improve the ability of teachers who teach in schools with high concentrations of Native Hawaiian students to meet the unique needs of such students; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa39-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/G/iii"><num value="iii">(iii)</num><content> the recruitment and preparation of Native Hawaiians, and other individuals who live in communities with a high concentration of Native Hawaiians, to become teachers;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa3a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/H"><num value="H">(H)</num><chapeau> the operation of community-based learning centers that address the needs of Native Hawaiian students, parents, families, and communities through the coordination of public and private programs and services, including—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id835afa3b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/H/i"><num value="i">(i)</num><content> early childhood education programs;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa3c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/H/ii"><num value="ii">(ii)</num><content> before, after, and summer school programs, expanded learning time, or weekend academies;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa3d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/H/iii"><num value="iii">(iii)</num><content> career and technical education programs; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa3e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/H/iv"><num value="iv">(iv)</num><content> programs that recognize and support the unique cultural and educational needs of Native Hawaiian children, and incorporate appropriately qualified Native Hawaiian elders and seniors;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa3f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/I"><num value="I">(I)</num><chapeau> activities, including program co-location, to enable Native Hawaiians to enter and complete programs of postsecondary education, including—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id835afa40-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/I/i"><num value="i">(i)</num><content> family literacy services; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id835afa41-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/I/ii"><num value="ii">(ii)</num><content> counseling, guidance, and support services for students;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa42-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/J"><num value="J">(J)</num><content> research and data collection activities to determine the educational status and needs of Native Hawaiian children and adults;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa43-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/K"><num value="K">(K)</num><content> other research and evaluation activities related to programs carried out under this part; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id835afa44-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/a/3/L"><num value="L">(L)</num><content> other activities, consistent with the purposes of this part, to meet the educational needs of Native Hawaiian children and adults.</content>
</subparagraph>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id835afa45-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/b"><num value="b" class="bold">(b)</num><heading class="bold"> Administrative costs</heading><content><p style="-uslm-lc:I11" class="indent0">Not more than 5 percent of funds provided to a recipient of a grant or contract under subsection (a) for any fiscal year may be used for administrative purposes.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id835afa46-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/c"><num value="c" class="bold">(c)</num><heading class="bold"> Authorization of appropriations</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id835afa47-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s7515/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">There are authorized to be appropriated to carry out this section and <ref href="/us/usc/t20/s7514">section 7514 of this title</ref> $32,397,000 for each of fiscal years 2017 through 2020.</p>
