and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa59-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/1/B\"><num value=\"B\">(B)</num><content> about which the public has been given not less than 30 days notice.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id835afa5a-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Native Hawaiian</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “Native Hawaiian” means any individual who is—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa5b-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/2/A\"><num value=\"A\">(A)</num><content> a citizen of the United States; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa5c-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/2/B\"><num value=\"B\">(B)</num><chapeau> a descendant of the aboriginal people who, prior to 1778, occupied and exercised sovereignty in the area that now comprises the State of Hawaii, as evidenced by—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id835afa5d-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/2/B/i\"><num value=\"i\">(i)</num><content> genealogical records;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id835afa5e-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/2/B/ii\"><num value=\"ii\">(ii)</num><content> Kupuna (elders) or Kamaaina (long-term community residents) verification; or</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id835afa5f-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/2/B/iii\"><num value=\"iii\">(iii)</num><content> certified birth records.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id835afa60-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Native Hawaiian community-based organization</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “Native Hawaiian community-based organization” means any organization that is composed primarily of Native Hawaiians from a specific community and that assists in the social, cultural, and educational development of Native Hawaiians in that community.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id835afa61-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> Native Hawaiian educational organization</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “Native Hawaiian educational organization” means a private nonprofit organization that—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa62-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/4/A\"><num value=\"A\">(A)</num><content> serves the interests of Native Hawaiians;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa63-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/4/B\"><num value=\"B\">(B)</num><content> has Native Hawaiians in substantive and policymaking positions within the organization;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa64-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/4/C\"><num value=\"C\">(C)</num><content> incorporates Native Hawaiian perspective, values, language, culture, and traditions into the core function of the organization;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa65-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/4/D\"><num value=\"D\">(D)</num><content> has demonstrated expertise in the education of Native Hawaiian youth; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa66-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/4/E\"><num value=\"E\">(E)</num><content> has demonstrated expertise in research and program development.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id835afa67-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/5\"><num value=\"5\" class=\"bold\">(5)</num><heading class=\"bold\"> Native Hawaiian language</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “Native Hawaiian language” means the single Native American language indigenous to the original inhabitants of the State of Hawaii.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id835afa68-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/6\"><num value=\"6\" class=\"bold\">(6)</num><heading class=\"bold\"> Native Hawaiian organization</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “Native Hawaiian organization” means a private nonprofit organization that—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa69-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/6/A\"><num value=\"A\">(A)</num><content> serves the interests of Native Hawaiians;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa6a-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/6/B\"><num value=\"B\">(B)</num><content> has Native Hawaiians in substantive and policymaking positions within the organization; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id835afa6b-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/6/C\"><num value=\"C\">(C)</num><content> is recognized by the Governor of Hawaii for the purpose of planning, conducting, or administering programs (or portions of programs) for the benefit of Native Hawaiians.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id835afa6c-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s7517/7\"><num value=\"7\" class=\"bold\">(7)</num><heading class=\"bold\"> Office of Hawaiian Affairs</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “Office of Hawaiian Affairs” means the Office of Hawaiian Affairs established by the Constitution of the State of Hawaii.</p>\n</content>\n</paragraph>\n<sourceCredit id=\"id835afa6d-3b28-11eb-8459-b1d1037aec5b\">(<ref href=\"/us/pl/89/10/tVI/s6207\">Pub.
