<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id6cfb7c33-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s7934"><num value="7934">§ 7934.</num><heading> Accountability to taxpayers through monitoring and oversight</heading>
<chapeau style="-uslm-lc:I11" class="indent0">To improve monitoring and oversight of taxpayer funds authorized for appropriation under the Elementary and Secondary Education Act of 1965 (<ref href="/us/usc/t20/s6301">20 U.S.C. 6301</ref> et seq.), and to deter and prohibit waste, fraud, and abuse with respect to such funds, the Secretary of Education shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6cfb7c34-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s7934/1"><num value="1">(1)</num><chapeau> notify each recipient of a grant under such Act (and, if applicable, require the grantee to inform each subgrantee) of its responsibility to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id6cfb7c35-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s7934/1/A"><num value="A">(A)</num><content> comply with all monitoring requirements under the applicable program or programs; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id6cfb7c36-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s7934/1/B"><num value="B">(B)</num><content> monitor properly any subgrantee under the applicable program or programs;</content>
</subparagraph>

<paragraph style="-uslm-lc:I12" class="indent1" id="id6cfb7c37-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s7934/2"><num value="2">(2)</num><chapeau> review and analyze the results of monitoring and compliance reviews—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id6cfb7c38-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s7934/2/A"><num value="A">(A)</num><content> to understand trends and identify common issues; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id6cfb7c39-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s7934/2/B"><num value="B">(B)</num><content> to issue guidance to help grantees address such issues before the loss or misuse of taxpayer funding occurs;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6cfb7c3a-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s7934/3"><num value="3">(3)</num><content> publicly report the work undertaken by the Secretary to prevent fraud, waste, and abuse with respect to such taxpayer funds; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6cfb7c3b-d2f2-11e9-aa7d-f436298d01bb" identifier="/us/usc/t20/s7934/4"><num value="4">(4)</num><content> work with the Office of Inspector General of the Department of Education, as needed, to help ensure that employees of the Department understand how to adequately monitor grantees and to help grantees adequately monitor any subgrantees.</content>
