<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id83a01925-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511"><num value="9511">§ 9511.</num><heading> Establishment</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83a01926-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/a"><num value="a" class="bold">(a)</num><heading class="bold"> Establishment</heading><content><p style="-uslm-lc:I11" class="indent0">There shall be in the Department the Institute of Education Sciences, to be administered by a Director (as described in <ref href="/us/usc/t20/s9514">section 9514 of this title</ref>) and, to the extent set forth in <ref href="/us/usc/t20/s9516">section 9516 of this title</ref>, a board of directors.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83a01927-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/b"><num value="b" class="bold">(b)</num><heading class="bold"> Mission</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id83a01928-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I12" class="indent1">The mission of the Institute is to provide national leadership in expanding fundamental knowledge and understanding of education from early childhood through postsecondary study, in order to provide parents, educators, students, researchers, policymakers, and the general public with reliable information about—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id83a01929-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/b/1/A"><num value="A">(A)</num><content> the condition and progress of education in the United States, including early childhood education and special education;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id83a0192a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/b/1/B"><num value="B">(B)</num><content> educational practices that support learning and improve academic achievement and access to educational opportunities for all students; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id83a0192b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/b/1/C"><num value="C">(C)</num><content> the effectiveness of Federal and other education programs.</content>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id83a0192c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Carrying out mission</heading><chapeau style="-uslm-lc:I12" class="indent1">In carrying out the mission described in paragraph (1), the Institute shall compile statistics, develop products, and conduct research, evaluations, and wide dissemination activities in areas of demonstrated national need (including in technology areas) that are supported by Federal funds appropriated to the Institute and ensure that such activities—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id83a0192d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/b/2/A"><num value="A">(A)</num><content> conform to high standards of quality, integrity, and accuracy; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id83a0192e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/b/2/B"><num value="B">(B)</num><content> are objective, secular, neutral, and nonideological and are free of partisan political influence and racial, cultural, gender, or regional bias.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83a0192f-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/c"><num value="c" class="bold">(c)</num><heading class="bold"> Organization</heading><chapeau style="-uslm-lc:I11" class="indent0">The Institute shall consist of the following:</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id83a01930-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/c/1"><num value="1">(1)</num><content> The Office of the Director (as described in <ref href="/us/usc/t20/s9514">section 9514 of this title</ref>).</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id83a01931-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/c/2"><num value="2">(2)</num><content> The National Board for Education Sciences (as described in <ref href="/us/usc/t20/s9516">section 9516 of this title</ref>).</content>

<subparagraph style="-uslm-lc:I13" class="indent2" id="id83a01934-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/c/3/B"><num value="B">(B)</num><content> the National Center for Education Statistics (as described in part C);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id83a01935-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/c/3/C"><num value="C">(C)</num><content> the National Center for Education Evaluation and Regional Assistance (as described in part D); and</content>

<subparagraph style="-uslm-lc:I13" class="indent2" id="id83a01936-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9511/c/3/D"><num value="D">(D)</num><content> the National Center for Special Education Research (as described in part E).</content>
