L. 107–279, title I, § 131, Nov. 5, 2002, 116 Stat. 1954.)","seq_in_title":1926,"parent_identifier":"/us/usc/t20/ch76/schI/ptB","ancestors":[{"identifier":"/us/usc/t20","level":"title","num":"Title 20—","heading":"EDUCATION","status":null,"is_section":false},{"identifier":"/us/usc/t20/ch76","level":"chapter","num":"CHAPTER 76—","heading":"EDUCATION RESEARCH, STATISTICS, EVALUATION, INFORMATION, AND DISSEMINATION","status":null,"is_section":false},{"identifier":"/us/usc/t20/ch76/schI","level":"subchapter","num":"SUBCHAPTER I—","heading":"EDUCATION SCIENCES REFORM","status":null,"is_section":false},{"identifier":"/us/usc/t20/ch76/schI/ptB","level":"part","num":"Part B—","heading":"National Center for Education Research","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id83a289e6-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531\"><num value=\"9531\">§ 9531.</num><heading> Establishment</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id83a289e7-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Establishment</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">There is established in the Institute a National Center for Education Research (in this part referred to as the “Research Center”).</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id83a289e8-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Mission</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The mission of the Research Center is—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id83a289e9-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531/b/1\"><num value=\"1\">(1)</num><chapeau> to sponsor sustained research that will lead to the accumulation of knowledge and understanding of education, to—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83a289ea-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531/b/1/A\"><num value=\"A\">(A)</num><content> ensure that all children have access to a high-quality education;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83a289eb-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531/b/1/B\"><num value=\"B\">(B)</num><content> improve student academic achievement, including through the use of educational technology;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83a289ec-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531/b/1/C\"><num value=\"C\">(C)</num><content> close the achievement gap between high-performing and low-performing students through the improvement of teaching and learning of reading, writing, mathematics, science, and other academic subjects; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id83a289ed-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531/b/1/D\"><num value=\"D\">(D)</num><content> improve access to, and opportunity for, postsecondary education;</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id83a289ee-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531/b/2\"><num value=\"2\">(2)</num><content> to support the synthesis and, as appropriate, the integration of education research;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id83a289ef-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531/b/3\"><num value=\"3\">(3)</num><content> to promote quality and integrity through the use of accepted practices of scientific inquiry to obtain knowledge and understanding of the validity of education theories, practices, or conditions; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id83a289f0-3b28-11eb-8459-b1d1037aec5b\" identifier=\"/us/usc/t20/s9531/b/4\"><num value=\"4\">(4)</num><content> to promote scientifically valid research findings that can provide the basis for improving academic instruction and lifelong learning.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id83a289f1-3b28-11eb-8459-b1d1037aec5b\">(<ref href=\"/us/pl/107/279/tI/s131\">Pub.
