<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id83a4d425-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9541"><num value="9541">§ 9541.</num><heading> Establishment</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83a4d426-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9541/a"><num value="a" class="bold">(a)</num><heading class="bold"> Establishment</heading><content><p style="-uslm-lc:I11" class="indent0">There is established in the Institute a National Center for Education Statistics (in this part referred to as the “Statistics Center”).</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83a4d427-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9541/b"><num value="b" class="bold">(b)</num><heading class="bold"> Mission</heading><chapeau style="-uslm-lc:I11" class="indent0">The mission of the Statistics Center shall be—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id83a4d428-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9541/b/1"><num value="1">(1)</num><content> to collect and analyze education information and statistics in a manner that meets the highest methodological standards;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id83a4d429-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9541/b/2"><num value="2">(2)</num><content> to report education information and statistics in a timely manner; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id83a4d42a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9541/b/3"><num value="3">(3)</num><chapeau> to collect, analyze, and report education information and statistics in a manner that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id83a4d42b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9541/b/3/A"><num value="A">(A)</num><content> is objective, secular, neutral, and nonideological and is free of partisan political influence and racial, cultural, gender, or regional bias; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id83a4d42c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9541/b/3/B"><num value="B">(B)</num><content> is relevant and useful to practitioners, researchers, policymakers, and the public.</content>
